Declaring certain real property generally located at 8508 North Amity Avenue, surplus to the City's needs; authorizing the Director of General Services to offer the sale of the City’s interest in this real property in accordance with City regulations, and execute related documents to complete the transfer of the real property reserving easements as necessary to continue the City’s ownership in the sewer, storm water and water line existing infrastructure on the property; and directing the City Clerk to record this Ordinance with the Office of the Recorder of Deeds of Platte County, Missouri.

Vanessa Williams, General Services, provided the staff report for this ordinance. This ordinance declares certain real property generally located at 8508 North Amity Avenue, surplus to the City's needs. This authorizes the Director of General Services to offer the sale of the city’s interest in this real property in accordance with City regulations, and executes related documents to complete the transfer of the real property reserving easements as necessary to continue the City’s ownership in the sewer, storm water and water line existing infrastructure on the property. She advised this property is worth $3,500 and the appraisal cost more than the property. This property is heavily tree’d and would be very hard to develop. The intent is to sell it to the water department so they can build 2 pumping stations and this land would be a buffer around the stations.

RESOLUTION - Adopting the 2017 Update of the Citywide Business Plan including City Goals, the Financial Strategic Plan, and the Balanced Scenario of the Five-Year Planning Model; and directing the City Manager to align departmental strategic plans and business plans to the Citywide Business Plan.


FINANCE AND GOVERNANCE COMMITTEE recommends "HOLD ON AGENDA (10/18/2017)"
Scott Huizenga, Budget Office, provided the staff report for this resolution. This resolution adopts the 2017 update of the Citywide Business Plan including city goals, the financial strategic plan, and the balanced scenario of the five-year Planning Model. Further, this directs the City Manager to align departmental strategic plans and business plans to the Citywide Business Plan. This has to be adopted each year per charter. The resolution will have 3 major components: 1.) City Strategic Plan which includes- the 7 adopted goals by the City Council, 30 proposed objectives and 110 strategies within those objectives to achieve the City Councils goals and objectives over the next couple years. 2.) The Financial Strategic Plan includes: 15 financial objectives that supplement the City’s adopted financial policies. 3.) 5-Year Financial Plan with the balanced scenario includes- the assumptions under the balanced scenario of the proposed 5 year financial plan. Also a long term general fund savings goal of $44 million over 5 years to maintain the City’s adopted reserve policy of 2 months of operations and reserves.

Authorizing the acceptance of a $39,500.00 grant from and contract with the U.S. Equal Employment Opportunity Commission for the purpose of investigating discrimination complaints in employment; estimating revenue in the amount of $39,500.00 in the Neighborhoods Grants Fund; appropriating that amount to the 18 EEOC Grant account; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

This ordinance authorizes the acceptance of a $39,500.00 grant and contract with the U.S. Equal Employment Opportunity Commission for the purpose of investigating discrimination complaints in employment. This estimates revenue in the amount of $39,500.00 in the Neighborhoods Grants Fund and appropriates that amount to the 18 EEOC Grant account. This amount changes from year to year.

Amending Chapter 2, Code of Ordinances, by repealing Sections 2-2153, Film Development Program, and 2-2154, Final Certification and Accounting Requirements, and enacting in lieu thereof two new sections of like number and subject matter that increases the percentage amount for rebates, decreases the minimum amount spent in the City for various film productions and disqualifies film productions with deferred payment contracts with Kansas City Crew or cast.

Councilman Taylor testified in favor of this ordinance. This ordinance is an adjustment to Kansas City’s Film program. This ordinance amends Chapter 2, Code of Ordinances, by repealing Sections 2-2153, Film Development Program, and 2-2154, final certification and accounting requirements, and enacts in lieu thereof, two new sections of like number and subject matter that increases the percentage amount for rebates, decreases the minimum amount spent in the City for various film productions and disqualifies film productions with deferred payment contracts with Kansas City crew or cast. Megan Crigger, City Manager’s Office, advised that the film development program ordinance was developed February 2016. A short video was shown to highlight film makers that have filmed in KC, the video was of them expressing their pleasure working and being in Kansas City. Eight projects have applied, 4 accepted and 41 plus have inquired.

Authorizing an amendment to the agreement with the Negro Leagues Baseball Museum, Inc. in the amount of $10,676.00 for the John “Buck” O’Neil Education and Research Center project, 1824 Paseo Boulevard, Kansas City, Missouri; waiving the local match requirement; and designating replacement local match funds.

Andrew Bracker, City Planning and Development, provided the staff report for this ordinance. This ordinance authorizes an amendment to the agreement with the Negro Leagues Baseball Museum, Inc. in the amount of $10,676.00 for the John “Buck” O’Neil Education and Research Center Project, 1824 Paseo Boulevard, Kansas City, Missouri. This waives the local match requirement; and designates replacement of local matched funds. This ordinance increases the current contract for this project. Construction has begun and the 1st floor is completed, the upper floors and the basement will provide office space and commercial tenant space that will provide an ongoing revenue stream to allow the center to be sustainable in the long run.

Blue Parkway account for rental and associated occupancy costs through April 30, 2019, and appropriating $353,500.00 from the Unappropriated Fund Balance of the Capital Improvements Fund for the 4400 E. Tammy Queen, Finance, provided the staff presentation for this ordinance. This ordinance amends Ordinance No. 170150 by repealing Section 1 and enacting in its place a new Section 1, reducing taxes levied for the General Fund, Health Levy Fund, and Museum Special Revenue Fund and increasing taxes levied for the General Debt and Interest Fund. All odd years are reassessment year in the State of Missouri. The presentation includes: KCMO assessed valuation, Change in combines levy rate, levy history and the revised FY 2017-18 revenue estimates.

 Debbie Chiu, Finance, provided the staff report for this item of additional business. She provided a timeline of committee meetings and Citywide business plan timeline. See Business Presentation attached to ordinance 170727. Kimiko Gilmore, City Manager's Office, provided an additional staff presentation which included: goals, residents priorities, department objectives and strategies.
