Amending Chapter 14, Code of Ordinances, by enacting one new Section 14-60, Pit bulls.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Leslie Forsberg, Manager-Animal Control, explained that the ordinance would clarify language in the pit bull section of the general code that deals with the pregnant pit bull and her puppies.

Authorizing acceptance of a Missouri Department of Health and Senior Services grant in the amount of $116,628.00; estimating revenue and appropriating the sum of $116,628.00 to the 07 MDHSS-Community and Nutrition Assistance-CACFP account in the General Fund; and authorizing a catering contract in the amount of $97,800.00 with the Kansas City Missouri School District.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Martina Bowden, Neighborhood and Community Services, testified that the ordinance would allow the department to accept a grant for the At-Risk After School Food Program. This is a renewed grant with the State of Missouri.

Amending Chapter 14, Code of Ordinances, by repealing Sections 14-52, relating to fees and enacting in lieu thereof a new section of like number and subject matter to impose a new schedule of Neighborhood and Community Services Department animal health and public safety fees.


NEIGHBORHOOD DEVELOPMENT AND HOUSING COMMITTEE recommends "HOLD ON AGENDA (3/14/2007)"
Leslie Forsberg, Animal Control Manager, explained that this ordinance would allow the division to increase certain fees. The money would be used to offset some of the expenses incurred by the division that are not addressed in the annual budget of the City. Councilwoman Hermann wanted to make sure that the language of the ordinance specified that all monies would go toward the operation of and hiring of employees for the division. Councilman Troy Nash was concerned with the lack of input from the public with regards to the fee increases. Councilman Glover wanted to make sure that the Hancock Amendment was not being violated and to make sure the language reflected the money was to be used for animal control operations. Les Washington, Director of Neighborhood and Community Services, stated that while animal control was fully self-sufficient with its operational budget the fees would help them to attain that status eventually. Currently the department monitors the costs through revenue services codes that are in place. Michelle Normandy, Spay KC, talked about the fees being in line with those charged by other municipalities within the area. A committee substitute would be forthcoming with the changes requested by the committee. This item was held one week to make sure that all issues raised by the committee could be addressed before going to the full council.
