Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0355, rezoning an area of approximately 2.5 acres generally bounded by 7th Street on the north, Ewing Avenue on the east, 8th Street on the south and Newton Avenue on the west from District R-2b (Two-Family Dwellings) to District R-1b (One-Family Dwellings). PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Larry Stice, City Development Department, stated that the ordinance will rezone 2.5 acres at the location of 7th & Ewing/8th & Newton. The purpose of the rezoning is to preserve the single family character of the block and comply with the conditions of the Clay School Urban Renewal Plan. The block contains 12 lots. In January 2001 the Clay School Urban Renewal Plan was approved covering all but three lots fronting on to Newton Avenue. Staff and City Plan Commission recommended approval of the ordinance with certain conditions. Kathy Wagner, Old Northeast, gave background details of the project and spoke in support of the rezoning.

Lee Dixson, Public Works Department, stated that the ordinance is the monthly easement. Approval of the ordinance will release and accept deeds in various counties for the construction of sewer and streets in Kansas City.

Larry Stice, City Development Department, gave an overview of the ordinance. He stated the vacation of E. 58th Street (east of Marion Avenue) will allow replatting of the accrued right of way for residential lots.

RESOLUTION - Declaring the intent of the Council to not approve any amendments to the Central Industrial District Industrial Development Plan of the Planned Industrial Expansion Authority of Kansas City, Missouri, which would provide for the approval of residential projects in the Central Industrial District Plan area and declaring the intent of the Council to not approve tax incentives through LCRA, TIF or Chapter 353 for residential projects in the West Bottoms area.
