Bob Langenkamp, City manager's Office, gave the Staff report on the Ordinance. He testified that this is a routine plat that has been reviewed. Councilman Wagner inquired about any opposition to this plat. Mr. Langenkamp testified that there has not been any opposition to his knowledge at the CPC meeting back in June. He also requested an advance.

Consenting to the rate of front foot special assessment to be levied by the Union Hill Special Business District; consenting to the proposed uses of the revenues produced therefrom; estimating and appropriating revenue in the amount of $34,925.36 in the Union Hill Special Business District Fund; re-estimating and re-appropriating the remaining uncollected revenues and unexpended and unencumbered appropriations to the 2014-15 Fiscal Year; and designating requisitioning authority.

Claude Page, City Planning and Development, gave the staff report on this Ordinance. The UHSBD was established by Ordinance No. 900675 on December 6, 1990. The revenues generated within the UHSBD are for insuring, maintaining and operating the pedestrian lighting fixtures and brick entry monuments within the UHSBD.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD ON AGENDA (2/5/2014)"
Kerrie Tyndall, City Manager's Office, and Katherine Cartter, City Planning and Development, testified from the staff point of view for the Ordinance. Ms. Carttar reviewed the discussion held in the FInance, Governance, and Ethics Committee earlier this morning. The bulk of the conversation in the Finance Committee was centered around the Fiscal Restraint Policies suggested by the AdvanceKC staff. Crosby Kempe IIIr, Director of Kansas City Public Library, testified to this Ordinance. He testimony was a plea to the Committee to take into heavy consideration the concerns of the major taxing jurisdictions.He spoke on behalf of the library when tax incentives are given. He testified that when tax incentives to local businesses that action cuts into the funding for the Library. This is because the Library is 90% funded by local taxes. Calvin Williford, Jackson County Chief of Staff, also testified on behalf of this Ordinance.He made several suggestions on policy changes to be included in the Tax Increment Financing Commission By-Laws and enforced by City Council. Kevin Masters, Kansas City Public Schoolls, offered testimony on the Ordinance. He infomred the Committee of his testimony to the FInance, Governance and Ethics Committee earlier this morning. He, too, testified from the vantage point of the taxing jurisdictions.

Approving the Leased Property Revenues Budget for Fiscal Year 2013-2014, representing proceeds received by the Port Authority of Kansas City, Missouri, under a sublease agreement for the Isle of Capri-Kansas City, Inc. site.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Claude Page, City Planning and Development, gave the staff report on the Ordinance. In 1993, the City and the Port Authority of Kansas City, Missouri entered into a lease for riverfront property owned by the City, and established a budget approval process for the use of revenues received from the sublease to the Isle of Capri casino. Council passed Ordinance No’s. 070491, 080563, 090631, 100392, 110447, and 120501 approving the Leased Property Revenues Budgets for Fiscal Years 2006-2013 and approving the Port Authority’s budget for use of its share of Leased Property Revenue for 2006-2013. This ordinance would approve the budgets for the City's share and Port Authority's share, each $1,430,329, for fiscal year 2013-14.
