Wes Minder, City Planning and Development, gave the staff report on the Ordinance. The County wished to partner with the City to aggressively implement the first phase of the Twin Creeks Greenway by connecting the Line Creek Trail, NW 108th Street, and Platte Purchase Park by 2020 and so the City and County wish to enter an Addendum to the Agreement to expand the scope of the agreement to include the Twin Creeks Greenway.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The vacation of this alley will not affect traffic circulation or access availability within the block or the city as a whole. The applicant has received the required property owner and utility consents to vacate the right-of-way. Water Services identified infrastructure under the right-of-way and consented to the vacation with the condition that a full width easement be retained, existing infrastructure be protected, and that incremental costs over that which is customarily incurred in surface restoration will be borne by the owner. AT&T also requested a full width easement. Street lighting requires that any lights be protected or removed and returned.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The subject property, a former fire station, was recently sold by the City of Kansas City, Missouri. The property is within the Whitehead Place Plat. The plat established a north/south alley that extends from E 21st Street to the edge of the north property line of the subject property. City records no longer show the right-of-way as public property. However, the ordinance vacating this alley cannot be found. Therefore, the attorneys of the property owner requested the alley be formally vacated.

Approving the First Amended and Restated General Development Plan for the Union Hill PIEA Planning Area, renamed therein as the 27th & McGee PIEA Planning Area, on about 18.4 acres generally bounded by 27th Street on the north, Gillham Road on the east, McGee Trafficway and 29th Street on the south, and Union Cemetery and Grand Boulevard on the west; and declaring that area a blighted area in need of redevelopment and rehabilitation pursuant to the Planned Industrial Expansion Law. John Eckardt, City Planning and Development, gave the staff report on the Ordinance. The applicant stated in the plan that the purpose for the expansion area is, 'the redevelopment of several underutilized properties with a mixed-use development consisting of more than 400 residential units and commercial space and an investment valued at about $80 million.'.

Authorizing execution of a contract in an amount not to exceed $3,960,000.00 with the Economic Development Corporation of Kansas City, Missouri, for the purpose of providing funds for certain development and redevelopment activities.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Kerrie Tyndall, Office of Economic Development, gave the staff report on the Ordinance. This ordinance would authorize execution of the annual contract between the EDC and the City of Kansas City, Missouri. The FY 2016-2017 budget provides $3,960,000 in funding for comprehensive economic development services provided by the EDC. Substantial changes from prior year funding of this contract include: 1. $3,200,000 increase in revenues from TIF Admin Fees, which are now captured directly by the City 2. $2,640,000 increase in City funding over the FY 15-16 Budget to the EDC 3. Reduction of $360,000 from the overall funding paid to the EDC in previous years.

 1. There will be a Catalytic Urban Predevelopment Fund Presentation given by LISC’s Steve Weatherford.
 
 Steve Weatherford, Kansas City LISC, addressed the Committee. The Catalytic Urban Predevelopment Fund provides low-interest, flexible predevelopment loans for projects in the urban core of Kansas City, Missouri (KCMO) and Kansas City, Kansas (KCK). The fund acts as a catalyst to spur development in low- to moderate-income neighborhoods by providing the critical capital necessary in the early phases of real estate development projects. Eligible borrowers are non-profit and for-profit developers planning a variety of projects including affordable and mixed-income housing, commercial development, community facilities, and mixed-use projects.
 
 2. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
