Amending Chapter 3, Article IV, Code of Ordinances, by repealing section 3-421 entitled “Definitions” and enacting in lieu thereof a new section of like number and subject matter that extends the date by which the owner of a minority business enterprises (MBE) or women’s business enterprise (WBE) must adhere to the personal net worth test.

RESOLUTION - Directing the City Manager to include language in City contracts that will facilitate transparency between the City of Kansas City and lobbyists who receive funding from the City to lobby on the City’s behalf.


SPECIAL COMMITTEE FOR LEGAL REVIEW recommends "DO PASS"
Jane Brown ,Executive Council, testified on this Resolution. This legislation would encourage transparency in government in all areas, including contracts, entered into between the City and outside vendors. The City and agencies and departments funded by the City employ lobbyists for pay to advocate on behalf of City interests, including the legislative priorities for Kansas City. Lobbyists hired by Kansas City must register with the Missouri Ethics Commission. A list of each lobbyist employed by the City is maintained by the Missouri Ethics Commission and is published on the Missouri Ethics Commission website. There is no current reporting system in place in Kansas City, Missouri requiring lobbyists to report the amount paid under their lobbying contract or the subject matter the lobbyist has been hired to advocate for on behalf of the City also there is no current list of lobbyists on any City website available to members of the public. This resolution is intended to address this.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
