Authorizing Amendment No. 1 to an Agreement with G.C.R. & Associates, Inc., to add an additional scope of work and extend the contract term to complete the implementation of a Property Information Management System.


AVIATION COMMITTEE recommends "DO PASS"
Kathy Waylen, Aviation Department, testified on behalf of this ordinance. This ordinance would authorize an amended extension to a contract. The contract is for implementation of a computerized property information system. The additional scope would include full integration of the Aviation Departments management system. The extension of time would include the support system for this work. The cost does not increase.

Authorizing a $9,985,900.64 contract with APCOA/Standard Parking, Inc., for Project No. C000680 - Vehicle Parking Management Services Contract at Kansas City International Airport; appropriating funds for contract year one in the amount of $1,830,063.76; and authorizing contract amendments for contingent obligations.


AVIATION COMMITTEE recommends "HOLD ON AGENDA"
Phil Brown, Acting Director of the Aviation Department, testified on behalf of the ordinance. In December of 1998 this contract came up for bid. There were three (3) companies that bid one of which were Apcoa Parking. Apcoa Parking was the company that had next to the lowest bid. Amco Parking, the lowest bid, was thrown out due to a discrepancy. The company that will be managing the airport parking spaces will manage sixteen thousand (16,000) spaces. Apcoa Parking did not make a best faith effort with the MBE/WBE ordinance. The Human Relations Department recommended the ordinance (MBE/WBE ordinance) be waived to allow the contract to go to Apcoa Parking. Council members recommended to hold the ordinance for two (2) weeks to get more information and a clear understanding of why the lowest bidder, Amco Parking did not receive the contract.
