Virginia Walsh, City Planning & Development Department, stated that the preliminary plat will approve two single family lots. The project is located on the east side of N. Lewis Avenue north of NE 112th Street. Chuck Weber, Weber & Associates, concurred with staff's recommendation.

Larry Stice, City Planning & Development Department, gave an overview of the ordinance. He stated that approval of the ordinance will allow an increase in the total commercial and office use from 73,029 to 81,457 square feet. It will also amend 10.64 acres at the southwest corner of NW Barry Road and St. Clair Avenue. He went into further discussion regarding what changes will take place.

Authorizing the Board of Parks and Recreation Commissioners to enter into an agreement with the Missouri Highways and Transportation Commission whereby the City will lease from the State of Missouri a portion of the right of way of Interstate 70 between Benton Boulevard and Indiana Avenue and between 13th and 15th Streets for ten years beginning April 1, 2002, for One Dollar for use as a park known as Freeway Park.

Edgar Jordan, City Planning & Development Department, stated that the ordinance will approve a lease agreement with the Missouri Highway and Transportation Commission and the Board of Parks and Recreation Commissioners for use of a park. The park is located at I-70 and Benton Boulevard. The lease will be in effect for ten years at a rate of $1.00 per year.

Giving permission to Strother Investment Properties, its successors and assigns, for the construction and maintenance of a retaining wall on the south side of 77th Terrace from a point 32.12 feet west of the centerline and Lee´s Summit Road to a point 169.79 feet west of the centerline of Lee´s Summit Road, all in Kansas City, Jackson County, Missouri; assessing an encroachment fee in the amount of $379.50; and estimating revenue in the amount of $379.50.

It was the consensus of the committee to transfer the ordinance to the Operations Committee.

Authorizing execution of a $300,000.00 contract with the Planned Industrial Expansion Authority of Kansas City for restoration of building facades in the 3100 block of Troost Avenue in the Troost Corridor.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Claude Page, City Planning & Development Department, stated that the ordinance will allow the City to contract with the Planned Industrial Expansion Authority (PIEA) for renovation of historic facades located at 3100 block of Troost. Councilman Nash, stated that this is part of a broader scheme to develop along the Troost Corridor (18th Street to 47th Street), Charles Monroe, Executive Director of Troost Corridor, supports the project. He stated, that there's been some wonderful things happening within the corridor. He hopes that this project will impact on how people will see Troost in a way that it once was and the way the community wants it to be.

The project is located at the corner of 7th & Walnut within the Grand Boulevard Corridor Tax Increment Financing (TIF) Redevelopment Area. Project K-1 calls for the redevelopment of the Western Union Building. Ordinance 021177 is for project L- 1 which is the second amendment to the Grand Boulevard Corridor. The project is also located at the northwest corner of 7th & Walnut. The project calls for the reconfiguration and beautification of two surface parking lots located directly across the street to the west of the Western Union Building. The developer proposes to resurface or reseal the lots and add landscaping with new brick veneer around the parking lot. The total cost for projects K-1 and L-1 is 4.7 million dollar, $1,743,768.00 of that will be for TIF reimbursement. A committee substitute was submitted for ordinance 021178. Ordinances 021178 the amendment will allow the separation of existing Project Area K into two new project areas K-1 and K-2 and the separation of existing project area L into two new project areas L-1 and L-2. Committee recommended approval of the ordinances.
