Establishing the Super TIF Uptown Fund; appropriating a total of $194,063.00 from the Unappropriated Fund Balance of the General, Convention and Tourism, Capital Improvements and Sales Tax Debt Funds and estimating revenue in the Super TIF Uptown Fund in the amount of $194,063.00; authorizing establishment of an Excess Redevelopment Project Revenue Fund; designating requisitioning authority; and authorizing the Director of Finance to close project accounts upon completion.

Amending Chapter 60, Code of Ordinances of the City of Kansas City, Missouri, by repealing Sections 60-301 through 60-305; enacting a new Chapter 63, Storm Water Management; amending Chapter 18, by repealing Sections 18-2, 18-9, 18-12, 18-19 and 18-51 and enacting in lieu thereof new sections of like number and subject matter; amending Chapter 62, by repealing Section 62-12 and enacting in lieu thereof a new section of like number and subject matter all dealing with erosion, sediment control and storm water management; and establishing an effective date.

Chairman Bacchus stated that the committee has concerns regarding individual home building permits, in which builders are working out arrangements to achieve an objective of reducing silt and erosion into the public right of way or privately owned properties. Councilman Ford expressed concerns regarding exploring testing. Stan Harris, Public Works Department stated the only time testing would be required if there's a problem or a perceived problem. Bacchus incorporated into the ordinance a start doing model testing by staff. Councilmember Glover asked what changes would be in the ordinance

Approving the plat of Airport America, an addition in Kansas City, Platte County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works and the Director of Aviation to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached deferral agreement, maintenance agreement and relocation agreement.
