Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Sections 2-1075, 2-1076, 2-1077, 2-1078, 2-1079, 2-1080 and 2-1081, and enacting in lieu thereof sections of like number and subject matter, authorizing our job classification and pay system for the next fiscal year, increasing the maximum of the pay ranges by one percent for the majority of the unrepresented job classifications, enacting the pay scales in accordance with collective bargaining agreements with AFSCME Local 500, IAFF Local 42 and IAFF Local 3808 and providing for professional maintenance of the plan to assist the City in establishing a competitive classification and pay system, and establishing an effective date.

Tom Briggs , Human Relations, gave the staff report for this ordinance. This ordinance amends article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan. It also authorizes the job classification and pay system for the next fiscal year, increasing the maximum of the pay ranges by one percent for the majority of the unrepresented job classification. This also provides professional maintenance to the system implementing the pay system previously approved.

Authorizing a First Amended Water Purchase Agreement with Northwest Cass County Water Resource District of Missouri; extending the term; and establishing an effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS"
Sean Hennesy, Water Services, gave the staff report for this ordinance. This ordinance authorizes a First Amended Water Purchase agreement with Northwest Cass County Water Resource District of Missouri. Some changes are made on this ordinance from the original agreement, in order to increase the maximum allowable water quantity purchase. It also allows sewer improvement at no additional cost to Kansas City.

Authorizing the Director of the General Services Department to execute a Lease, by and between HRB Deployment & Support, LLC, as the Landlord, and the City, as the Tenant, for that certain premises and parking in and around the building commonly known as 4400 East Blue Parkway and implement those undertakings; encumbering $785,000.00 from the existing 4400 E. Blue Parkway account for rental and associated occupancy costs through April 30, 2019, and appropriating $353,500.00 from the Unappropriated Fund Balance of the Capital Improvements Fund for the 4400 E. Blue Parkway project account for moving costs and necessary IT improvements for leasehold space; and recognizing an accelerated effective date.

 1. The City Auditor will present the City Auditor’s Office Annual Audit Plan for Fiscal Year 2019.
 
 Dough Jones, City Auditors Office, gave the presentation for this report. This report presents the plans for the Auditor's Office to enhance public transparency and accountability to provide information to decision makers. It also presents the plan for reliability of data and report, and safe guarding of city resources. A digital copy of this presentation is available at the Clerk's Office
 
 2. Human Resources will give a presentation on the upcoming Gender Study options.
 
 Gary O'Bannon, Human Relations, gave the presentation for this report. This report gives an analysis on equal pay genders, the proposal offers specific analysis in order to identify those issues and make the corrections.
 
 3. There may be a general discussion regarding current Finance and Governance Committee issues
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
