Amending Section 2-2044, Code of Ordinances, entitled “Prohibited activities after leaving municipal service” to allow persons approved by the City Council to have appropriate contacts with City officials, officers and employees, during the first year a person serving in an executive or administrative capacity leaves City employment; and recognizing Robert Langenkamp’s service as President and Chief Executive Officer of the Economic Development Corporation of Kansas City, Missouri, as an appropriate application of this amendment.

William Geary, City Attorney testified that this ordinance will enact a third exception to the rule that certain employees may not lobby the City within, the first 12 months of leaving City employment by authorizing the City Council to recognize an exception for entities that are co-partners with the City in providing services. The ordinance then applies the exception to Robert Langenkamp, who will become President and CEO of the EDC.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Section 2-1099 and enacting in lieu thereof a section of like number which provides for an update to the classification and pay system to provide an extra vacation day for specific participation achievements in the City-sponsored Kansas City Corporate Challenge competition.

Authorizing the Manager of Procurement Services to execute a contract amendment to Contract No. EV1643 with Thomas McGee, L.C, to provide Early Intervention/Nurse Triage for injured workers’ and to develop Functional Job Descriptions from funds previously appropriated to Account No. 15-1011-071410-B and to extend the contract for one year with such funds that are appropriated in the City’s annual budget for such purpose; and authorizing the Manager of Procurement Services to amend the contract and to execute to four additional one year extensions without Council approval with such funds that are appropriated in the City’s annual budget for such purpose.

This ordinance authorizes a contract amendment with Thomas McGee, L.C. to implement an Early Intervention /Nurse Triage program. Adopting the Annual Budget of the City for the Fiscal Year 2015-16; estimating revenues for the fiscal year; appropriating the sums for the purposes set forth in the budget; designating requisitioning authorities; directing the Director of Finance to make the necessary entries upon the City’s records to show the appropriations and allocations provided for; and authorizing inter-fund loans.

Finance Department staff testified to Section 804 of the City Charter requires the City Council to adopt an annual budget and, as adopted, the budget constitutes an appropriation of the amount for the purposes stated as the appropriation and authorization of the amount to be raised by taxation for the purposes of the City, plus any unencumbered balance from previous years.

 1. The Finance Department will present monthly financial report for the period ended January 31, 2015 and the 3rd Quarter Analysis.
 
 The Finance Department conducted a presentation on the Budgetary Basis Financial Report for the Month Ended January 31, 2015. A copy of the presentation is on file in the City Clerk's Office.
 
 2. There may be a general discussion regarding current Finance Governance and Ethics Commitee issues.
 
 3.
