Declaring it necessary to change and re-establish the grades on portions of Old Tiffany Springs Road, and Donovan Drive, to relocate portions of Old Tiffany Springs Road, as well as to open, establish and dedicate street right of way for Project No. 89008153, “Old Tiffany Springs Road and Donovan Drive”, in Kansas City, Platte County, Missouri; and directing the City Clerk to cause a notice to be published as provided for herein; and directing the City Clerk to cause this ordinance to be recorded in the Office of the Recorder of Deeds for Kansas City, Platte County, Missouri.

Authorizing the Director of Public Works to execute a funding agreement with the Tax Increment Financing Commission; authorizing the Director of Public Works to execute an amended prioritization agreement with the Tax Increment Financing Commission estimating revenue in the amount of $11,012,890.23 in the Capital Improvements Fund; appropriating that amount to Project No. 89008153 Old Tiffany Springs Road over I-29; authorizing a construction contract with Clarkson Construction for $8,793,988.57 for the project; authorizing an inspections professional contract with Affinis Corporation for $587,580.00 for the project; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.

Authorizing an $8,543,300.00 construction contract with Foley Company for the In-Line Storage: Gooseneck Arch Sewer Gate and Pump Station project; authorizing a maximum expenditure of $9,864,000.00; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Andy Shively and Carla Bergman from Water Services Department gave a brief update that the authorization of fund for this project will provide funding for the inline storage of wastewater within the existing Gooseneck Arch Sewer in order to reduce the volume and frequency of combined sewer discharges into the Blue River. The scope of work to be provided under this contract entails the following improvements: demolition of a portion of the Gooseneck Arch Sewer, temporary sheeting and shoring, and dewatering for the purpose of constructing a new gate structure, installation of an adjustable crest gate inside the new gate structure, construction of a new 4 MG pump station equipped with three submersible pumping units;and construction of approximately 270 linear feet of new 12-inch diameter ductile-iron force main. Authorizing a $1,370,672.00 Design Professional Services contract with Black & Veatch Corporation for the Wastewater SCADA Project; and recognizing this ordinance as having an accelerated effective date.

Matt Bond and Christopher Herrera of Water Services gave a brief testimony for the design professional services for the new SCADA system for all the wastewater facilities treatment plant and pumping stations. Project goals are 14% MBE and 8% WBE. Subcontracting information was submitted to the Human Relations Department for review and determination on May 18, 2018, and was approved on May 25, 2018 with 14% MBE and 8% WBE participation. Major steps to establish perimeter, physical security plus cyber security and framework for communication exchange. Fahey Construction for the resurfacing of various streets generally between the Missouri River and south city limits; authorizing the Director of Public Works to enter contract changes up to and including twenty percent (20%) of the original contract price; and recognizing this ordinance as having an accelerated effective date.

Authorizing a $6,885,000.00 design-build contract with Kissick Construction Company, Inc., for the City-wide Sewer Infrastructure Rehabilitation within Waterways Project - Renewal No. 1; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Andy Shively and Rochelle Lowe, City Managers Office testified that this contract is not part of the federal consent decree but will help meet the requirements of the federal consent decree to the amount of $6,885,000.00. This will provide for additional design-build services to rehabilitate approximately 7,334 linear feet of existing sewer infrastructure at the following 14 proposed sites. Rehabilitation of sewer infrastructure will include: elements of stream stabilization, bank stabilization, manhole armament, cured-in-place pipe lining, and encasement of exposed sewer pipes as necessary to permanently stabilize sewer infrastructure. All project work will be completed within Kansas City, Cass, Clay, Jackson and Platte Counties, Missouri, in Council Districts 1-6.
