Upon Roll Call the following members were present:

 Vickie Walsh, City Planning, explained the Brown Replat it would allow the reconfiguring of 2 lots. The area is now one acre parcel and has an one story frame cottage constructed in the 1930's it also has a single family ranch constructed in the 1960's. The smaller house is not currently connected to sewer but is served by a septic field. Staff recommend a condiction that connect that house to sewer service and further recommends that a hard surface drive be constructed for that house. No parkland dedication is required for the proposed subdivision because no additional residential units are proposed and there would be no impact on the public park system. Sherman Epstein is the Attorney for the Owner Patrick Brown. Both were present. Mr. Epstein indicated that the owner had agreed to all the terms and condictions.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Virginia Walsh, City Planning, this ordinance eliminates eight single family houses and creates five larger single family lots. Mr. Harris, Swope Community Builders, expressed his excitement of having this ordinance finally coming forth and the construction of the new houses. He stated that the project is going to be an asset to the neighborhood and the city as a whole.

Peter Schlesinger, City Planning, stated that this preliminary plat had met all the standard requirements and staff recommended approval. Ralph Hein, Representative for the Developer requested advancement.

Edgar Jordan, City Planning, explained the purchase of the house for $900.00 which is less than two-thirds the appraised value. However by consent of two of the three entities in Land Trust, the sale is possible. The ordinance would help meet the goal of putting property back on the tax rolls. He added that the City stand to gain more from the sale thru taxes then it would be to demolish the house at the cost of $3,000. Councilman Nash requested that Mr. Jordan prepare a report that would explain in detail the cost of selling properties,demolishing and repairing.

The following ordinances substitutes are apart of the southtown Corridor TIF project, 940567,94569, 940570,94051, 94572, 940576 and 940577 Councilman Terry Riley and the representative for the developer Swope Builders expressed their excitement had having the project come before the committee and getting to the real issue of impacting that community in a positive way, by providing new housing, retail and commercial opportunities and abatement blight. The committee agreed that this was a worthy project and that Councilman Riley and others had worked long and hard to see it to this point.
