Approving an amendment to a previously approved preliminary plan in District CP-2 (Local Planned Business Center) on approximately a 1.85 acre tract of land generally located on the west side of Wornall Road approximately 400 feet south of W. 101st Terrace. (4613-CP-7)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tim Parks, City Development Department, testified on the ordinance. The ordinance will amend a previously approved plan to allow the addition of four gas service islands at an existing gas station. The project is located on the west side of Wornall Road south of West 101st Terrace. The proposal also calls for the expansion of the existing canopy to cover the additional fuel service position. The expanded fuel service will be facilitated by the demolition of the vacant commercial building. Jim Bowers, attorney, concurred with staff's recommendation.

Accepting the recommendations of the Tax Increment Financing Commission as to the First Amendment to the Three Trails District Tax Increment Financing Plan; approving the First Amendment to the Three Trails District Tax Increment Financing Plan; designating an expanded redevelopment area; and authorizing additional projects.

Councilman Eddy thanked the committee for hearing the ordinance. The State has been working hard with the initial State TIF to help make the project go forward. The enthusiasm is enormous throughout the community. The project will revitalized the community.

Repealing Ordinance No. 020099 and enacting in lieu thereof a new ordinance authorizing condemning and taking private property in fee simple for the elimination of blight in the Beacon Hill Redevelopment Project Area; providing for just compensation; and authorizing negotiation by the Director of City Development.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Edgar Jordan, City Development Department, stated this ordinance will correct 020099. The ordinance will also authorize the city to initiate action in the Jackson County Circuit Court to acquire the land thorough condemnation proceedings. The properties to be condemned will either be demolished or renovated.

RESOLUTION - Authorizing the Director of City Development to offer for sale vacant properties located at 5037 Troost, 1119 E. 49th Street, 1129 E. 49th Street, 1135 E. 49th Street, 1139 E. 49th Street, and 1145 E 49th Street.

Accepting a Missouri TrusteesĀ“ Deed from Judith Epstein, Hanan J. Hammer and Helen Catherine Bergin, Trustees under a Trust Agreement dated October 15, 1965, conveying to the City of Kansas City, Missouri, certain property in Jackson County, Missouri, all for public use as for the Blue Parkway Boulevard realignment and Town Fork Greenway Park expansion and directing the City Clerk to file same.

Edgar Jordan, City Development Department, stated the ordinance is to accept a Trustees' Deed for property located at 4901 Swope Parkway. The property was purchased for the Blue Parkway Blvd. realignment and Town Fork Greenway expansion.

Approving the plat of Benson Place Townhomes First Plat, an addition in Kansas City, Clay County, Missouri; accepting various easements; and establishing grades on public ways.

Dion Waldon, Public Works Department, stated that the plat is for two residential development lots. All of the grades and closures have been check and he recommended approval.

Approving the plat of Colony Court Annex, an addition in Kansas City, Clay County, Missouri; accepting various easements; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreements.

It was the consensus of the committee to hold ordinance 020887 until 8/14/02. Dion Waldon, stated this ordinance needed to be held because the companion ordinance need to be advertised.

Amending Chapter 80, Code of Ordinances, by amending Appendix A, Section 2.7, GP-7, Agricultural and low-density residential uses to include asphalt plants and concrete mixing plants as accessory uses to quarries.
