Amending Chapter 76, Code of Ordinances, by repealing Sections 76-73 and 76-74 concerning the number, duration and renewal of taxicab permits, and enacting in lieu thereof new sections of like number and subject matter.


FINANCE AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS"
Les Washington, Director of the Neighborhood and Community Services Department, testified on behalf of this ordinance. This ordinance would allow the taxicab industry to decrease the number of operational vehicles from 90% to 70%. This would be on a voluntary basis per cab company. Because of the September 11, 2001 attack, the use of taxicabs has dropped along with the economy. There were several owners of the taxicab industry present and all were in agreement with the ordinance.

Amending Article II, Chapter 38, Code of Ordinances, by repealing Sections 38-1, Definitions, 38-81, Affirmative Action, and 38-82, Contract conditions, and enacting in lieu thereof new sections of like numbers and subject matters.


FINANCE AND AUDIT COMMITTEE recommends "ADVANCE AND DO PASS"
Michael Bates, Director the Human Relations Department, testified on behalf of this ordinance. The purpose of the changes in the ordinance would be to: 1. Insure that all vendors and contractors who do business with the city are equal opportunity employers. Raise the threshold from $37,000.00 to $50,000.00 for economy purposes (to keep up with the economy). There will be two exemptions, the size of the contract and the size of the company. 2. Raise the size of the company from twelve to twenty-five. Also, included in this ordinance is sub-contractors as being part of the EOE plan. 3. If the city revokes a companies status, the company would now have the right to appeal.
