Peter Slesinger explained the modification to the plan that would allow the acquisition or tax abatement for the project.

RESOLUTION - Approving an amendment to the Westport Planning Area Plan by amending the Land Use Plan and Map for an approximately 1.83 acre tract of land generally located on the east side of Madison Avenue between 44th Street and 45th Street from office to multi-family residential, high density.

Virginia Walsh explained that 031225,031226 and 031227 were related and were being substituted to all changes in the zoning. She also explained the layout of land and the 132 apartment units. The changes in the zoning from office use to high density residential would address the opposition. Councilman asked about opponents to the ordinance. Virginia Walsh, City Planning, stated that there had been opponents to the ordinances but staff had worked with Kathy Houser, representative for Plaza/westport Association

Tim Parks, City Development, addressed concerns with the water wells or connecting with city water source for the project. He explained the difference between water wells and connecting with city water source. water wells would allow the owner to continue order water for wells that are already on the property. There would be cost to the City and the property owner if they were to connect with City water source. He also stated that the developer would submit a detailed storm drainage study to the City Engineer ´s Office prior to approval and issuance of any building permits, that consists at a minimum of a letter from a Missouri Licensed Civil Engineer stating that the proposed improvements will not alter or increase historical runoff conditions for the site, and that the Developer construct any improvements as required by the City

Approving the plat of Estates at Willow Brooke, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways.

Travis Kiefer, City Development, explained the final plat would consist of 234 single family units. He added that the grades and easements had been approved and all conditions had been met.

Approving the plat of Guinotte Bluff, Replat of Lot 8 Block 3, an addition in Kansas City, Jackson County, Missouri and establishing grades on public ways.
