Authorizing the Director of General Services to execute a three-year lease agreement with Ethnic Art Interiors, LLC for the purpose of an art gallery, art studio and custom framing business with ancillary retail sales located at 1516 E. 18th Street Kansas City, Missouri 64108 located in the 18th & Vine Historic District.

Vanessa Williams, Real Estate, presented the staff report for this ordinance. This ordinance authorizes the Director of General Services to execute a three-year lease agreement with Ethnic Art Interiors, LLC for the purpose of an art gallery, art studio and custom framing business with ancillary retail sales located at 1516 E. 18th Street Kansas City, Missouri 64108, located in the 18th & Vine Historic District. There is a tentative move in date for this lease of November 1, 2017.

Amending Ordinance No. 170150 by repealing Section 1 and enacting in its place a new Section 1, reducing taxes levied for the General Fund, Health Levy Fund, and Museum Special Revenue Fund and increasing taxes levied for the General Debt and Interest Fund, and recognizing this ordinance as having an accelerated effective date.

Establishing a program for the purpose of recognizing and honoring employers electing to pay the higher minimum wage as overwhelmingly approved by the voters at the August 8, 2017 election; appropriating $10,000.00 for the purpose of funding such program; amending Chapter 50, Article IX, Code of Ordinances, entitled Consumer Protection, by revising Sections 50-291 and 50-296 and enacting new Sections 50-304 and 50-305 for the purpose of prohibiting certain false statements or actions with respect to the payment of such wages; and recognizing this ordinance as having an accelerated effective date.

 1. Staff from the City Auditor’s Office, Municipal Court, and General Services Department will present an ARTS report for the Municipal Court Docketing System Security audit.
 
 2. There may be a general discussion regarding current Finance and Governance Committee issues.
 
 Doug Jones, City Auditor’s Office presented the staff presentation. This is the second ARTs Report from the 2014 audit. The audit had 8 recommendations of which 4 were implemented originally and in this report 3 additional recommendations have been implemented and 2 are in progress. Mr. Jones asked that the audit remain open until the last recommendations have been implemented. Charles Renner, outside legal Counsel for the City, provided a presentation on behalf of the KCI Selection Committee Recommendation. His presentation included: the process, advisors, timeline, project approach and financial approach. An electronic copy of the presentation is on file with the City Clerk’s Office.  3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
