Prairie View Road) on the west, Interstate 29 on the east, the corporate limits of Platte Woods on the south and the centerline of vacated U.S. 71 Highway (spur) on the north (7667 N.W. Prairie View Road). (SD 1013)

RESOLUTION - Approving an amendment to the Oak Park North Area Plan by amending the Proposed Land Use Plan and Map for an area of approximately 85.73 acres generally bounded by 31st Street on the north, Topping Avenue and Stadium Drive on the east, 36th Street on the south and Hardesty Avenue and Poplar Avenue on the west, to recommend "low-medium density residential and retail commercial," and "parks" instead of "parks," "low density residential," "medium density residential," "high density residential" and "public/semi-public." (385-S-6)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Ordinances 021355 and 021356 are related cases. Larry Stice, City Planning & Development Department, gave a thorough overview of both cases. He stated that resolution 021355 will amend the Oak Park North Area Plan. The purpose is to allow residential, commercial and industrial development for Ridgeview Heights. The 86 acre plan area includes single-family and multi-family residential development on the west side of Emanuel Cleaver II Blvd. south of 31st Street/Linwood Blvd. Resolution 021356 will approve the Ridgeview Heights PIEA plan which offers tax abatement for redevelopment of the project. The required blight study surveyed properties and found 55% of the structures to be deteriorated. Many parcels have accumulated a lot of trash, also there are unpaved parking lots, unscreened storage areas and other environmental deficiencies. The project will be completed in two phases. Committee recommended approval. Al Figuly, spoke in support of the project.

Approving a General Development Plan for the Ridgeview Heights Redevelopment Area generally bounded by 31st Street on the north, Topping Avenue and Stadium Drive on the east, 36th Street on the south, and Hardesty Avenue and Poplar Avenue on the west; declaring the area included in such plan to be a blighted area, insanitary or undeveloped industrial area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; and approving the ad valorem tax benefits pursuant to Section 100.570, RSMo 1994.

Amending Chapter 80, Code of Ordinances, by repealing Sections 80-266, Neighborhood plan in district MPC, 80-267, Final plat and final plan required in district MPC, and 80-268, Amendments to plans in district MPC, and enacting in lieu thereof new sections of like number and subject matter.

It was the consensus of the committee to hold ordinance 021367 until December 18, 2002 to allow hearing of the City Plan Commission.

Approving a Community Unit Project on an approximately 62.7 acre tract of land generally located on the north side of LP Cookingham Drive (Missouri Route 291) at N.E. Flintlock Road. (12167-CUP-2)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
A committee substitute was submitted for the ordinance. The purpose of the committee substitute is to add in the conditions of the ordinance. Tim Parks, City Planning & Development Department stated, approval of the ordinance will allow construction of 124 multi-family residential units (2, 3 & 4 plexes), 112 patio homes and 42 single family lots on 62.7 acres. The location of the project is located on the north side of L.P. Cookingham Drive and NE Flintlock Road. Jim Bowers, attorney, concurred with staff's recommendation.

Amending Chapter 50 of the Code of Ordinances, entitled "Offenses and Miscellaneous Provisions", by repealing Section 50-42 therein, entitled " False reports", and enacting in lieu thereof a new section of like number and subject matter.

Galen Beaufort, City Attorney, gave an overview of the ordinance. Committee recommended to hold the ordinance for one week to reach a consensus on the language of the ordinance.

RESOLUTION - Determining the compliance of the Antioch Green 353 Project generally located at the northeast corner of N.E. Vivion Road (U.S. 69 Highway) and N. Antioch Road (Missouri Route No. 1) and authorizing issuance of a Certificate of Completion to the Antioch Green Redevelopment Corporation for the Antioch Green 353 Project.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
John Eckardt, City Planning & Development Department, stated that the purpose of the resolution is to find the project in compliance with the 353 development plan and to authorize a certificate of compliance.

Authorizing the Director of Public Works to enter into a First Amendment to Easement For Road and Rail Right-Of-Way to modify the configuration of the Original Easement Premises.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department stated that this ordinance involves a prior ordinance (021407- Plaza Colonnade plat). The ordinance authorizes the city to execute an amendment to an easement, whereby, the city wouldn't lease portions of the building encroachment area from the easement document.

Approving the plat of Kensington Court, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreement.

Dion Waldon, Public Works Department, stated that the plat is located west of I-435 & NE Parvin Road and N. Bennington. The plat is for a 1 lot multi-family development on 17 acres. All of the grades and closures have been check. Committee recommended approval. Councilman Ford expressed concerns regarding improvements on Bennington Avenue. Kathy Hauser, attorney, spoke in support of the ordinance.

Approving the plat of Colony Court Annex, an addition in Kansas City, Clay County, Missouri; accepting various easements; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreements.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department, stated that the plat project is located at the northwest corner of NE Russell Road and N. Bellaire Avenue on approximately 2.56 acres. This will create two lots, lot 1 will be developed with 19 multi-family residential lots and lot 2 will be development with a swimming pool. All of the grades and closures have been checked. Committee recommended approval.

RESOLUTION - Declaring the policy of the City to provide economic incentives for the construction of new structured parking facilities and advising the Tax Increment Financing Commission of the general guidelines and criteria for providing such incentives.
