RESOLUTION - Amending the 2010 One Year Action Plan and authorizing submittal of a Substantial Amendment to the U.S. Department of Housing and Urban Development (“HUD”) for its consideration in order to expand the area and amend the budget for the Neighborhood Stabilization Program-3 funding received under the Wall Street Reform and Consumer Protection Act of 2010.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "BE ADOPTED"
Stuart Bullington testified for this Resolution recommending it be Advanced. The NSP-3 program budget currently does not provide funding for demolition of blighted structures. This amendment would divert $320,000 from the acquisition and rehabilitation of abandoned or foreclosed properties for the demolition of the Horace Mann School and an estimated 5-10 additional abandoned or foreclosed structures . The School is not currently located in the approved NSP-3 area so the 39th Street boundary on the north would have to be expanded to include the block bounded by Euclid on the west, 38th Street on the north and Garfield on the east. The elimination of the dilapidated structures should have a more positive impact on the investment potential for the neighborhood than the rehabilitation and sale or rental of the 4 houses that would be lost by the shift in funds.

Chairman Ford stated that there is a Committee Substitute for this Ordinance. Bob Langenkamp testified that this Ordinance did not need to be Advanced, however Councilman Wagner stated that he felt more comfortable Advancing it because it was held on the agenda for so long. Bob Langenkamp welcomed the Advance.

Approving the Sixth Amendment to the Development Plan submitted by the Eighteenth and Vine Redevelopment Corporation; and authorizing the Director of Finance to enter into a Sixth Supplemental Contract with the Eighteenth and Vine Redevelopment Corporation. . (251-S-14)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Diane Binkley testified on behalf of this Ordinance. She stated that the reason for this Ordinance is simply to extend the timelines/deadlines for thiis project. Ms. Binkley stated that the project needed an extension to ensure its completion. It was stated that the 18th & Vine Redevelopment Corporation does not want to foster support for this project and then run out of time for the construction to be completed. Advance was requested.
