RESOLUTION - Approving and endorsing 422 Admiral, LLC in its application to the Missouri Department of Economic Development Brownfields Redevelopment Program for state remediation tax credits and brownfield tax benefits to assist in the abatement and rehabilitation of a commercial building.

Andrew Bracker, City Planning, testified that the resolution would allow 422 Admiral, LLC's application to the State of Missouri Department of Economic Development, Brownfields Redevelopment for remediation tax credits. The State requires that the applicant receive City approval before accepting application. The applicant is seeking approximately $50,000 in state remediation tax credits and a approximately $500,00 in Brownfield tax benefits. The funds would go toward environmental cleanup of a three-story downtown office building. The applicant forecast an estimate 18 new jobs to be created by the project. The cleanup for the project will be extensive. It would remove lead-based paint and asbestos. As well as other irritants and hazards in an area that is rapidly revitalized. There were no opponents.

Authorizing the Director of City Planning and Development to enter into a Third Amendment to the Cooperative Agreement with the Planned Industrial Expansion Authority of Kansas City, Missouri, whereby the City will provide $9,487.00 in additional funding for additional project costs for the Central Industrial District redevelopment project; and estimating revenue in the amount of $10,309.00 and appropriating it for the project.

Andrew Bracker, City Planning, stated that the ordinance would allow the redevelopment plan for the West Bottoms Properties. The properties located at 1100,1000 & 940 West 8th Street. The project is sometimes referred to as The Faultless Starch project. All fund for the additional items are derived from existing remediation tax incentives previously secured for the project. The project budget is allocated as follows: Property acquisition $15,250.00, Appraisals/Legal Fees/Expenses $3,842.00, Environmental Insurance $88,657.00, PIEA Project Admin. $22,900.00, Fence Rental, Repair and Site Security $10,177.00, Additional Appraisals/Legal Fees/Environmental Oversight & Fees 22,799.00 for a total of $163,625.00.

Travis Kiefer, Public Workd, stated that this ordinance for the Orchards plat located near Lee's Summit Rd. and US HWY 40 it would allow the construction of 94 duplex units and 220 apartment units. He added that the grades, closure, easement and utilities have been checked and approved. There is no known opponents to the project and staff recommends approval.

The following ordinances 990253 and 990254 are companion ordinances that are connected to the Brush Creek Corridor TIF. This TIF plan would assist in financing the clearance of the Redevelopment of the current uses to eliminate the current blighted conditions and creates a mixed use development in such area, including approx. 114,000 sq. ft. of retail space and approx. 210,000 sq. ft. of office space and 14,000 sq. ft. of restaurant space and 18,000 sq. ft. of post office use together with the necessary utilities and street improvements.There had been some opponents to the overall plans by residents living near the project. However conditions have been added to those specific plat's and all the parties are in agreement that the overall plan is in the best interest of the neighborhood.
