Brian Pitts, City Development Department, stated that the applicant is requesting to amend a previously approved plan to allow construction of a 2,400 square foot addition to an existing establishment for increased storage and showroom space. The development is located at the southeast corner of Blue Ridge Blvd. & Holmes. The applicant is required to submit a final plan to the City Plan Commission for review prior to issuance of building permits. Storm drainage, grading and siltation plans will be required by the applicant. City Plan Commission and City Development staff recommended approval with certain conditions.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
David Lane, City Development Department, gave an overview of ordinances 010227, 010228 and 010229. Ordinance 010227 will amend the General Development & Land Use plan KCI Airport by changing the land use designation from General Transient Retail Business to Regional Business. The area is located west of Ambassador Drive and East of Plaza Circle. To this date the overall 225 acres of the Gateway Plaza Development plan has had 11 developments constructed, of which ten have been on the west side of N. Ambassador Dr. Ordinance 010228 will amend the GP development plan by deleting 14 acres from the plan to allow the existing and proposed uses and approve a plan on 211 acres. Ordinance 010229 will rezone from District GP-2 (general transient retail business) to District GP-3 (regional business) and approve a preliminary development plan for an exhibition hall and hotel. City Plan Commission and City Development staff recommended approval of the project with certain conditions. Gary Mack, Wheatbelt Inc., applicant, spoke in support of the project.

Congress Avenue, for the purpose of deleting an approximately 7 acre tract of land from said development plan and for the purpose of including an additional tract of land of approximately 0.36 acres in said development plan. Ordinances 010237, 010238 and 010239 are related cases. Committee substitutes were submitted on these ordinances to allow conditions to be placed in the ordinances. David Lane, City Development Department, testified on the ordinances. Ordinance 010237 will remove 7 acres from a development plan and create a new preliminary development for two existing office buildings. The project is located west of Prairie View Road south of N. Congress east of N. congress Ave. Ordinance 010238 will amend the General Development plan KCI Airport from General Industrial to Regional Business to allow car dealerships. Ordinance 010239 will allow development for three car dealerships (Toyota, Nissan and Saturn). A fountain is proposed for the northern portion of the site. Signage for all three sites will feature wall signage. Mike Burke, King Hershey, Attorney, showed an exhibit of the project to the committee and recommended approval.

Kelli Cochran, Economic Development Corporation, stated that this ordinance provides for the rehabilitation of an existing 5,000 square foot structure currently used as a welding shop to covert to 3 or 4 commercial studio spaces. The total project cost is estimated to be $125,000, of which $125,000 qualifies as reimbursable cost. The reimbursable cost includes lighting, streescape improvement and building rehabilitation cost.

Ordinance 010183 will rezone from District C2p (Local Retail business, limited district) and R1a (one family dwelling district, medium density) to District R1a. Ordinance 010184 will approve a community unit project to allow development of 213 single family lots and private open space. City Plan Commission and City Development staff recommended approval with certain conditions. Mike Flower, Aylett Survey, 201 N.W. 72nd Street, applicant, agreed with staff's recommendations.
