Amending Chapter 10, Code of Ordinances, by repealing Section 10-371, Purchase or possession by minors, and enacting in lieu thereof a new section of like number and subject matter which conforms to Section 311.325, RSMo.

Vicky Ward, Tri-County Mental Health, Samantha Watts, student, and David Bodami, student, testified in support of this ordinance and answered questions from the committee. Judge Elena Franco and Judge Katherine Emke, Municipal Court, testified regarding current court procedures for handling offenders of minor in possession and answered questions from the committee. Captain Daniel Gates and Officer Daniel Watts, Kansas City Police Department, answered questions from the committee. Marva Moses, Hickman Mills Prevention Coalition, voiced concerns regarding the possibility of youth having an arrest record later in life.
 
 There will be a update on emergency response from the Fire Department and Mast. Smokey Dyer, Fire Department and Aaron Howell, MAST, submitted reports to the committee. (Copies of the reports are on file in the City Clerk's Office.) There may be general discussion(s) on current Public Safety and Neighborhoods Committee issues.
