Approving certain projects and funding for Phase One of improvements to the 18th and Vine Historic District; estimating and appropriating bond proceeds in the amount of $7,000,000.00; designating requisitioning authority; authorizing the City Manager to take certain actions with respect to a community improvement district; declaring the City’s intent to reimburse itself for certain expenditures; directing the City Manager to take certain actions with respect to future phases; and recognizing this ordinance as having an accelerated effective date.

3rd District Councilman Jermaine Reed, City Manager Troy Schulte, Finance Director Randy Landes and City Staff from the City Planning and Development Department all provided various aspects of the staff report. Topics discussed included the history of the 18th & Vine District, the project overview, preserving the City's assets, the City's Return on Investment, Committee Substitute laying out the financing options for the bond process and repayment of said bonds, new project renderings of the future 18th & Vine, the transferring of properties, and lastly, the elements of success which included but were not limited to the project phasing and project management. Projects identified for renovation were: Buck O'Neil Education & Research Center, Black Archives of Mid-America, American Jazz Museum, KC Friends of Alvin Ailey, 18th Street Retail and Apartments, 18th Street and The Paseo-NE Corner, Parking lot at 18th and Lydia, Boone Theater, 18th Street streetscape, 18th and Vine Gateway Plazas, Vine Street stabilization and infill, and the outdoor amphitheater. The discussion about the Committee Substitute focused on the funding for the project. The Cmte Sub. approved Phases 1-3 but only appropriated funds in the amount of $11.9M for Phase 1. Phases 2 and 3 would be appropriated in FY 2018 and 2019. The Sub. would require a Special Obligation Bond issuance for Phase 1 in FY 2017. (Phases 2 and 3 bonds may be sold as either special obligation or general obligation bonds in FY 2018 and 2019, respectively.) Debt service for Phase 1 bonds, $1.1 million, would be included in the FY 2018 Budget and paid from CIP Sales Tax. It was noted that the City Manager would include additional amounts for Phases 2 and 3 in his FY 2019 and 2020 submitted budgets. It was also noted that the debt service for Phase 2 ($0.9 million) and Phase 3 ($0.7 million) would be paid from either CIP Sales Tax or Property Tax. It was after great discussion that the Committee decided to hold this agenda item.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
