Authorizing the Director of Public Works to enter into a cooperative agreement with the Missouri Highway and Transportation Commission (MoDOT) and the Port Authority of Kansas City, Missouri for the purpose of causing the construction of a single-point interchange at Front Street and the new Paseo Bridge.

This ordinance would authorize an agreement with the purpose of causing the construction of a single-point interchange at Front Street and the new Paseo Bridge. Condemning and taking street and temporary right-of-way on private properties for the construction and maintenance of Red Bridge Road, between Holmes Road and Blue River Road, said properties all in Kansas City, Jackson County, Missouri, providing for the payment of just compensation therefore; authorizing continued negotiations by the City of Kansas City; consenting to the filing of the petition for condemnation by the City Attorney, on behalf of the City; and authorizing the City Clerk to file this ordinance with the Recorder of Deeds in Jackson County, Missouri.

Amending Chapter 2, Code of Ordinances, by repealing Article V, Division 12, Water Services, Sections 2-491 to 2-501, and enacting in lieu thereof a new Division 12, Water Services, which reflect the new charter provisions.


OPERATIONS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jim Mellum, Water Services, testified on behlaf of this ordinance. This ordinance would repeal Chapter 2 of the Code of Ordinances that would change the qualifications of Water Services and establishes finanical accounts for water, wastewater, and stormwater utilities to make them consistent with the new charter.

 Amending Chapter 78, Code of Ordinances, entitled “Water” by repealing Sections 78-2, 78-13, 78-91 through 78-99, 78-101 through 78-103, 78-131 through 78-138, 78-241 through 78-251, 78-253, and 78-292 through 78-299, and enacting in lieu thereof new sections of like number and subject matter which reflect the new Charter provisions.

Jim Mellum, Water Services, testified on behalf of this ordinance. This ordinance would repeal Chapter 78 of the Code of Ordinances by eliminating the water works fund which was transferred to Chapter 2, Administrative Code. It also updates main extension division by codifying current practices relating to sizing of mains, construction bonding requirements and extension application requirements.

Amending Chapter 63, Code of Ordinances of Kansas City, Missouri by changing the title of the chapter from “Stormwater, Erosion and Sediment Control” to “Erosion and Sediment Control” and by repealing Sections 63-1 through 63-5 and Section 63-61; creating a new chapter, Chapter 61, “Stormwater” and enacting new Sections 61-1 through 61-11, Section 61-20, and Sections 61-100 through 61-104.

Amending Chapter 60, Code of Ordinances, by repealing Sections 60-1, 60-6, 60-7, 60-31 through 60-43, 60-193, and 60-342 through 60-347 and enacting in lieu thereof new sections of like subject matter which transfers the sewer permitting function to the Water Services Department and updates the sewer code.


OPERATIONS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jim Mellum, Water Services, testified on behalf of this ordinance. This ordinance modifies Chapter 60 of the Code of Ordinances by specifically placing control of sewers and sewage treatment work with the Water Services Department.
