Approving an amendment to a previously approved preliminary plan in District PD/RA, R-4-O (Planned District/Agricultural, Low Apartments) on approximately a 36 acre tract of land generally located on the east side of Wornall Road approximately 180 feet south of Martha Truman Road, for the purpose of deleting an approximately 8 acre tract of land from said preliminary plan. Virginia Walsh, City Development Department testified on the ordinance. Ordinances 030463, 030464 and 030465 are related cases. Ordinance 030463 approves a previously development plan on 36 acres located on the east side of Wornall Road south of Martha Truman Road. The site is the former Lorretto Girls School. Ordinance 030464 rezones 16.54 acres on the east side of Martha Truman Road. Ordinance 030465 considers a preliminary plat for 36 single family lots. Ms. Walsh gave an overview of the surrounding area. The applicant is proposing to extend the street east from Wornall Road to 122nd Street to the easterly boundary of the property to tie-in with Oak Street and dedicate additional ground into the greenway. City Development staff recommends approval. Representatives from "Mission Lake" believes that some of the problems in the lake were caused by other development. Councilman Fairfield asked if staff had evaluated concerns regarding the amount of runoff. Ms. Walsh stated that Public Works Department has gone out to the site and looked at some of the existing infrastructure in the area. City Plan Commission has made recommendations, those recommendation are stated in the committee substitute. Mr. Waldon explained his review to the committee. Councilman Eddy stated that there have been numerous meetings with the residents. Residents are concerned with the changes in the watershed and how it would impact the area. John Roe, attorney stated that at the City Plan Commission meeting an issue was in question regarding the suitability of the soil for single family development. Dan Waldberg, Somerset Development Inc., presented an overview of the proposed subdivision. Area residents expressed their concerns regarding storm drainage. Those expressing concerns were: David Frye, Mary & George Kaufflan, Cassey Woolworth, Mary Switzer, Donna Roman.
