Calling an election on November 7, 2017 for the purpose of submitting to the voters of Kansas City a question presented by a committee of petitioners through an initiative petition seeking to authorize the City to construct a new, single terminal at Kansas City International Airport with all costs paid solely from the revenues derived by the City from the operation of its airport and related facilities, but allows the City to retain fee title to and operational control of the Airport, and to demolish such existing structures at Kansas City International Airport necessary for the construction or no longer needed for airport operations, without impeding the ongoing operations of the airport.


AIRPORT & FINANCE AND GOVERNANCE JOINT recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Randy Landes, Finance Department and John Green, Aviation Department, provided a comparison of the debt structure for the airport terminal project. This comparison only included General Airport Revenue Bonds and Conduit Bonds. This is not a recommendation but estimated comparison to give the council a comparative path forward. This is not a recommendation in any way. Once they receive the actual proposals from submitters they will have additional information that can be evaluated. There was discussion about potential financing options, risks, credit rating, expense and other topics concerning financing and ballot language. Public testimony was given by: Aaron Schmidt, and Edward Ford. A copy of the comparison in on file in the City Clerk's Office.

 1. There may be a general discussion regarding current Airport & Finance and Governance Committee issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. (5) confidential or privileged communications with auditors, pursuant to subsection 17. (6) preparation, including discussions, for negotiations with employee groups, pursuant to subsection 9.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
