Estimating and appropriating $18,432.00 in the Governmental Grants Fund; accepting and approving an $18,432.00 grant from Missouri Highways and Transportation Commission to provide support for the Buckle Your Baby KC pilot program in the metropolitan Kansas City area; and designating requisitioning authority.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Connie Farakhan, of the Health Department testified that this ordinance would educate new moms and parent groups about program selections and installation of child safety seats and the importance of occupant protection to make available child safety seats.   The grant award agreement between the City of Kansas City, Missouri, acting through its Director of Health, and the Missouri Highways and Transportation Commission, will provide funding for support of educational resources and car seat training for the Buckle Your Baby KC pilot program in the Kansas City, Missouri, funding is for the period beginning June 1, 2017 through May 30, 2018, for an amount not to exceed $18,432.00. A copy of the grant award agreement, in substantial form, is on file with the Director of Health.

Amending Chapter 34, Code of Ordinances, by repealing Article II, entitled “Contagious Diseases” consisting of Sections 34-51 through 34-111 and enacting in lieu thereof a new Article II entitled “Communicable and Reportable Diseases and Conditions” consisting of Sections 34-51 through 34-72, for the purpose of updating the list of reportable conditions and timeframes for reporting to be consistent with federal and state law.

Dr. Rex Archer and Dr. Tiffany Wilkinson, of the Kansa City Health Department, testified that the revisions to the communicable disease reporting ordinances are necessary in order to get Kansas City's reporting ordinances more in line with the nationally notifiable diseases and conditions as well as taking into account what is currently reportable in the States of Missouri and Kansas. Accepting and approving two twelve-month contracts in the amounts of $321,420.00 and $184,718.00 with the Missouri Department of Health and Senior Services to provide funding for the City’s Public Health Preparedness and Cities Readiness programs.

Dr. Rex Archer and Dr. Tiffany Wilkinson, from the Kansas City Health Department testified that this ordinance is to accept a contract with the Missouri Department of Health and Senior Services to develop response plans to provide prophylaxis to the citizens and visitors of Kansas City within 24-48 hours of an intentional biological attack. These plans should allow a quick and enhanced ability to respond to and recover from all-hazards, including an intentional biological attach or natural epidemic.  1. Staff from the Kansas City Fire Department will give a presentation on deployment to the hurricane.
 
 Battalion Chief, Larry Young, Kansas City Fire Department, rescue division, provided the staff with a presentation of rescue operations in the wake of hurricane Irma in Houston Texas. An electronic copy of this presentation can be obtained from the City Clerk's Office.
 
 2. Staff from Kansas City Fire Department will give an update on Response Times and EMS Collections.
 
 Chief Deputy, Tom Collins, Kansas City Fire Department, gave a brief testimony of the KCFD ambulance response times and billing efforts for the months of July and August 2017. An electronic version of this presentation can be obtained from the City Clerk's Office.
 
 3. Staff from the City Auditor`s Office will present a Performance Audit – Animal Health and Public Safety: Community Vision and Improved Management Oversight Needed.
 
 Doug Jones, Terry Bray, Jonathan Lecuyer and Sue Polys, City Auditor's Office provided the staff with an audit report of Animal Health and Public Safety. An copy of this presentation can be obtained from the City Clerk's Office.
 
 4. Staff from the KCPD will give an update on the 911 Communications Unit.
 
 Staff from the KCPD had a conflict in scheduling and unable to attend.
 
 5. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 6. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
