Estimating and appropriating $874,000.00 in the Community Development Block Grant Fund; authorizing the Director of Neighborhoods and Housing Services to enter into contracts totaling up to $874,000.00 with Mattie Rhodes Center and Benilde Hall for public facilities improvements from funds previously appropriated in the Community Development Block Grant Fund; and recognizing an accelerated effective date.

Calling for submission to the qualified voters of Kansas City, Missouri, at the general election to be held on Tuesday, November 5, 2019, the question of temporarily increasing the tax levy for municipal purposes for a period of ten years by five cents ($.05) per one hundred dollars ($100.00) of assessed valuation on real and tangible personal property within the City; directing the City Clerk to notify the responsible election authorities of this election; enacting an affordable housing program upon voter approval; and recognizing an accelerated effective date.

RESOLUTION - Adopting the Five Year Housing Plan for the City of Kansas City, Missouri and directing the City Manager to continue to evolve the Plan.


HOUSING COMMITTEE recommends "BE ADOPTED AS A COMMITTEE SUBSTITUTE"
John Wood, Housing services, testified that this ordinance is to ensure the five-year policy plan would include, but not limit to: integrating the Five Year Consolidated Plan, The One Year Action Plan and federal funding, integrating existing area plans, identify current and new funding mechanisms, rehabilitate existing housing stock, developing and maintaining a relationship with private rehabilitation contractors, and determine the role of Community Development Corporations in the execution of the housing policy.

Requiring that projects which are primarily residential in nature and are seeking economic incentives in the nature of the capture and redirection, or abatement or exemption of taxes to contain a minimum of fifteen (15) percent of the projects’ total number of units being deemed affordable for households having incomes equal to or below seventy percent (70%) of the median income for all households within Kansas City, Missouri.


HOUSING COMMITTEE recommends "HOLD ON AGENDA (6/26/2019)"
Committee discussions presented by Councilmembers deeming affordable housing from developers whom are seeking incentives, abatement and or exempt taxes to provide a minimum of 15% of their units for households having incomes equal to or below 70% of the median income. It has been requested by the chair to hold this ordinance for two weeks.
 
  1. There may be a discussion regarding the Kansas City Housing Policy Report.
 
 2. There may be a general discussion regarding current Housing issues.
 
 3. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
