Authorizing a License Agreement with Verizon Wireless (VAW) LLC to install and maintain a wireless digital data communications; and estimating revenue in the amount of $5,400.00 in the Pole Attachment Fees account.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin and Mahmoud Hadjian, Public Works, presented the staff report for this ordinance. Verizon Wireless is a developer of infrastructure (small cells) used by wireless carriers for providing communication services. Verizon Wireless has proposed to locate, place, attach, install, operate and maintain communications equipment in certain areas (which have not be designated) of other utility companies such as Kansas City Power & Light Company (KCP&L) and AT&T. The City will grant Verizon Wireless a non-exclusive license which the City will issue permits authorizing Verizon wireless to enter upon City's right-of-way and install communication equipment on or within specified City facilities (streetlights, etc.). This is to increase network capability in designated areas. This is the 6th agreement that the city is entering into with Verizon and they have 3, five year renewal options.

Authorizing a contract for approximately $3,624,000.00 with Superior Bowen for the resurfacing of various streets generally between the Missouri River and North City Limits; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin and Mahmoud Hadjian, Public Works, presented the staff report for this ordinance. This ordinance authorizes the Director of Public Works to execute a $3,623,093.33 contract with Superior Bowen, for the resurfacing of various streets generally north of the Missouri River. This will cover a portion of the 2017 street resurfacing annual program for the city. The contract will provide for cold milling, resurfacing, striping, loop detector replacement, and utility adjustment of certain streets. About 500 miles have been identified that need to be resurfaced through Kansas City of which 77 lane miles is covered in this project. There was another bid for this project however, Superior has a plant in the north area; therefore, they are able to give a lower bid.

TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jeff Martin and Kerry Kanatzar, Public Works, presented the staff report for this ordinance. This ordinance authorizes the Director of Public Works to execute a $3,339,864.55 contract with J.M. Fahey Construction, for the resurfacing of various streets generally from the Missouri River south to Gregory Blvd. This will cover a portion of the 2017 street resurfacing annual program for the city. This project will cover 60 lane miles. The Bond funding cannot be used for this project because this is consider maintenance and not new construction which is covered by the bonds. The public can find updated information on resurfacing by going to KCMO.gov and searching maps. The map shows all streets that are scheduled to be resurfaced this year.

Authorizing a contract for approximately $2,544,000.00 with J.M. Fahey Construction for the resurfacing of various streets generally from Gregory to south City Limits; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jeff Martin and Kerry Kanatzar, Public Works, presented the staff report for this ordinance. This ordinance authorizes the Director of Public Works to execute a $2,543,550.96 contract with J.M. Fahey Construction, for the resurfacing of various streets generally from Gregory Blvd. to the south City Limits; authorizing the expenditure of funds in the amount of $2,543,550.96. This will cover a portion of the 2017 street resurfacing annual program for the city. This project will cover 55 lane miles. The Bond funding cannot be used for this project because this is considered maintenance and not new construction which is covered by the bonds.

Authorizing condemnation and taking of private property for public use for Street Right of Way purposes, Water Main Easements, and Temporary Construction Easements for the construction, location and maintenance of the Old Tiffany Springs Road and Donovan Drive, project number 89008153, from N. Congress Avenue to N. Skyview Avenue, in Kansas City, Platte County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Department of Public Works; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to cause this ordinance to be recorded in the office of the Recorder of Deeds for Platte County, Missouri.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Jeff Martin, Public Works, presented the staff report for this ordinance. This ordinance allows for the condemnation on 4 tracts that are associated and needed for this project which is the construction of a new bridge over 1-29. The City is currently in negotiations with the owners of these tracts of land. Stacy Lowe, project manager for the old Tiffany Springs Road project, advised that this ordinance is being proposed in case the negotiations with the property owners breaks down. The hope is to be able to close out these properties without using the condemnations process.

Amending Chapter 70, Code of Ordinances, by repealing Section 70-38, Authority of director to make emergency and temporary regulations, and Section 70-532, Obedience to signs limiting parking time, and enacting in lieu thereof new sections of like numbers and subject matters related to requiring vehicle emergency flashers in certain parking zones.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Ralph Davis, Public Works, presented the staff report for this ordinance. This ordinance gives the Director of Public Works authority to require a stopped vehicle , standing or parking in a designated parking zone to have the vehicles emergency flashers engaged and displaying for the duration of the vehicle’s time in the parking zone. This was recommended by the Parking Transportation Commission. This ordinance is city-wide for loading zones however; new signs will not be changed for all signage. There will be additional wording added to current signs. That verbiage has not be decided upon.
