Authorizing the City of Kansas City, Missouri to join the Missouri Clean Energy District; stating the terms under which the City will conduct activities within the City as a member of the Missouri Clean Energy District; requesting appointment to the District’s Advisory Board; disclaiming any need for appropriation; and directing the City Clerk to send a certified copy of this Ordinance to the Board of Directors of the District.

Councilman Sharp testified on behalf of this Ordinance. He testified that this Ordinance would allow the District to be used for commercial property although the Clean Energy District was not passed for use in the residential sector. Dennis Murphy also testified on behalf of the Clean Energy District. Marketing the program was also discussed. There was a suggestion to put the link to the District on the City's website.

Rezoning a 20 acre tract of land generally bordered by E. 26th Street on the north, E. 27th Street on the south, Prospect Avenue on the east and Brooklyn Avenue on the west from Districts R-1.5, B1-1 and B3-3 to MPD, and approving a development plan which also serves as a preliminary plat, to allow for the KCPD East Patrol Campus. Olufu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The site is approximately 20 acres and consists of four city blocks. The current zoning on the site includes District R-1.5, District B1-1 and District B3-2. The purpose of the Ordinance is to consider amending the Heart of the City Area Plan, on a 20 acre tract of land by changing the recommended land use from residential low density, residential medium density and mixed use neighborhood to institutional uses.

Claude Page, City Planning and Development, gave the staff report on the Ordinance. On August 29, 2013, the City Council passed Committee Substitute for Ordinance No. 130560, As Amended, to authorize the issuance of Special Obligation Bonds in two series, a tax-exempt series and a taxable series in an aggregate principal amount not to exceed $78,000,000.00. This Columbus Park infrastructure project was included in that issuance, in an amount of $1,000,000. The project will construct infrastructure in the public right-of-way to support new housing to be built in the area.

Councilman Jermaine Reed gave testimony on this Resolution. He expressed his support of the project in its entirety. He have a brief overview of the project. Olufu Agbaji, City Planning and Development, gave the staff report on the Resolution. The site is approximately 20 acres and consists of four city blocks. The current zoning on the site includes District R-1.5, District B1-1 and District B3-2. The purpose of the Resolution is to consider rezoning about 20 acre from Districts R-1.5, B1-1 and B3-2 to MPD (Master Planned District) and approval of a development to allow for the KCPD East Patrol Campus.

Olufu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The Plan calls for theconstruction of an approximately 4,470,000 square foot mixed-use office campus completed in fourteen phases, as well as certain off-site infrastructure improvements. Included in the Plan is construction of approximately 3,785,000 square feet of office space, an approximately 75,000 square foot daycare facility, approximately 249,000 square feet of retail space, approximately 121,000 square feet of space for a 170-room hotel, approximately 240,000 square feet of data center space, approximately 13,662 surface parking spaces and all necessary infrastructure. In addition to the construction of the Project Improvements in this Plan, the Redeveloper intends to enter into an agreement with the City of Kansas City, Missouri to provide funding for educational programs and initiatives, and impacted neighborhoods for neighborhood programs and improvements.

Discussion of Ordinance 130770 (to be heard by the Transportation and Infrastructure Committee), which authorizes the Director of City Development to amend a contract with Berkebile, Nelson, Immenschuh, McDowell, Inc., to add $586,500.00 to the contract for the study of the Country Club Right-of-Way as a potential streetcar line.
 
 2. Discussion on the Economic Incentive Policy.
