Authorizing the Director of Public Works to enter into an agreement with the Kansas City Area Transportation Authority to provide regular transit services, Share-A-Fare transportation for the elderly and the disabled residents of Kansas City and specialized reverse commute transportation services for residents of Kansas City for an amount not to exceed $24,976,506.00 from funds to be appropriated in the 2003-2004 City Budget.

Robert Bromberg, Public Works Department, testified on behalf of this ordinance. This ordinance would authorize an agreement between the City of Kansas City, Missouri and the KCATA for bus transit services throughout the Kansas City area. The city has decreased the funding to the KCATA by twenty percent (20%). The only funding the KCATA will now receive from the city is from the one half cent sales tax.

Jim Mellem, Water Services Department, testified on behalf of this ordinance. This ordinance would appropriate money from design costs and would transfer the money into appropriated Water Services accounts. Under the State of Missouri SRF Program, a certain percentage of the loan fund can be used for design costs for projects.

Reducing an appropriation in the amount of $93,087.00 in the General Fund; appropriating it to the Downtown Wayfinding Project account of the General Fund; and declaring the City intent to reimburse itself up to a maximum of $1,000,000.00 with bond proceeds.

Jere Meredith, Public Works Department, testified on behalf of this ordinance. This ordinance provides for traffic signal safety improvements project. MODOT will apply for federal funds for the project. The plans and specifications for the project had to be in by March 1, 2003. Public Works had to borrow money to fund the engineering part of the project.

Authorizing a $3,300,257.05 contract with Superior-Bowen Asphalt Co., for hot recycling, resurfacing and cold milling of streets, trafficways and boulevards generally north of Independence Avenue; authorizing the Director of Public Works to expend $3,300,257.05 for the project; appropriating $8,250.64 to the Youth Employment Fund; and recognizing an emergency.

Jere Meredith, Public Works Department, testified on behalf of this ordinance. This ordinance would authorize the Public Works Department for slurry sealing of certain roads throughout the north area of the Kansas City, Missouri area. There were two bids for the project.

RESOLUTION - Authorizing the Director of Finance to proceed with the development of a financing under the City master lease purchase agreement with Banc of America Leasing & Capital, LLC in an approximate principal amount of $150,000.00 for the acquisition of golf course equipment to be used by the Parks and Recreation Department for operation at Minor Park Golf Course and declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures.


FINANCE AND AUDIT COMMITTEE recommends "BE ADOPTED"
Randy Landis, Finance Department, testified on behalf of this resolution. This resolution is what is normally done by the Finance Department when they want to borrow funds from the Master Lease Purchase Agreement. About three years ago the Finance Department executed a bid with Banc of America Leasing Corporation which allows them to quickly and easily draw down funds when capital equipment needs to be purchased.

Establishing the KCMAC Series 2003C-1 (Zona Rosa Project), KCMAC Series 2003C-2 (KCMAC Series 1994B Refunding) and KCMAC Series 2003C-3 (ERP Project) Funds; estimating revenues in the amount of $10,842,126.00, $15,705,901.00 and $17,050,040.00 in Series 2003C-1, Series 2003C-2 and 2003C-3 Funds, respectively; and appropriating same; appropriating debt service payments for fiscal year 2003-04; reimbursing certain expenditures related to the ERP and Zona Rosa Projects from bond proceeds; designating requisitioning authorities; and authorizing the Director of Finance to close project accounts upon completion.

Randy Landis, Finance Department, testified on behalf of this ordinance. This is the final step for the sequence for the sale of the KCMAC Bonds. There were eight bids for the bonds. This ordinance would take the bonds proceeds, estimate them and appropriate them into separate funds (which would then fund the different portions of the project). A copy of the presentation is on file in the City Clerk's Office.

RESOLUTION - Authorizing the development of a financing by the Port Authority of Kansas City providing for the issuance of one or more series of its revenue bonds in an approximate principal amount or initial accreted value not to exceed $20,000,000.00 to purchase land owned by the Kansas City, Missouri Aviation Department.


FINANCE AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Randy Landis, Finance Department, testified on behalf of this ordinance. This is the first step through financing by the Port Authority on behalf of the city. At Richards Gebaur Airport there are fourteen hundred acres of land that need to be sold and turned over to the Port Authority so that the area can be marketed. The Port Authority has hired a financial advisor and a bond council to put together the necessary documents to bring the sale together.
