Estimating revenues in the amount of $826,263.16 in the Public Works Reimbursable Fund; appropriating that amount to the Street Lighting Special Projects Maintenance account; authorizing an agreement with Black and McDonald for streetlight and traffic signal repair and maintenance for approximately $5,705,000.00; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Ralph Davis and Mahmoud Hadijan, Public Works, testified that this ordinance would authorize execution of Black & McDonald fourth one-year renewal contract. This contract is performance based and provides for the maintenance and repair services to approximately 97,000 streetlights and 41 signalized intersections. Ordinance Number 120374 authorized the City to enter into a one year contract with seven (7) one year renewal options with Black & McDonald with an initial term of May 1, 2012 to April 30, 2013. Ordinance Number's 130291, 140268, and 150324 authorized three (3) one year extensions respectively.

Authorizing an agreement with the Kansas City Area Transportation Authority to provide regular transit services, Share-A-Fare transportation for elderly and disabled residents of Kansas City, and certain specialized services; and authorizing the expenditure of approximately $58,100,000.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Ralph Davis, Public Works and Robbie Makinin, KCATA, testified that this ordinance would authorize the Director of Public Works to enter into an agreement with the Kansas City Area Transportation Authority (KCATA) for providing city-wide transit services and Share-A-Fare transportation for the elderly and disabled residents of Kansas City, Missouri from May 1, 2016 thru April 31, 2017. Funding to be as shown: 17 2080 692000 F $30,898,617 17 2290 692000 F $27,239,140 RESOLUTION NO. 130778 expressed the City Council’s commitment to the Kansas City Area Transportation Authority (“KCATA”) and commits to providing 95% of the net ½ cent public mass transportation sales tax for transit beginning in Fiscal Year 2014-15, with certain provisions.

Authorizing the condemnation and taking of private property in fee simple for public use for Street Improvement Project No. 89008009 22nd - 23rd Street Connecter, in the vicinity of 22nd and 23rd Street, from Brooklyn Avenue to Chestnut Avenue, in Kansas City, Jackson County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Public Works Department; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Jackson County.

Ralph Davis, Public Works, testified that this ordinance would authorize condemnation of private property for public use as part of 22nd-23rd Street Connecter, in Kansas City, Jackson County, Mo. This ordinance is pursuant to the provisions of Chapter 523 of the Revised Statutes of Missouri, 1994, as supplemented or amended by Section 86.01 to 86.10 of the Rules of Civil Procedure. The property being condemned for public use shall be used by Kansas City for said construction and improvements therein including any necessary appurtenances, or structures to it; and Kansas City shall have the right to enter in or authorize the entry in and upon for the purpose of constructing, and maintaining said facility.

 1. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.

Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
