Approving an amendment to a previously approved Community Unit Project on approximately a 28.32 acre tract of land generally located on the east side of Noland Road, approximately 600 feet south of U.S. Highway 40. (9650-CUP-13)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE"
Patricia Jensen, Assistant City Attorney submitted a committee substitute to add in certain condition for the ordinance. Carrie Flack, City Development stated the ordinance approves rezoning of 28 acres located between Noland Road and Emery Avenue. The purpose of the rezoning is to allow 40 unit elderly housing buildings, one 90 unit elderly housing building, 35 row houses, 35 walkup units, one community building and 26 single-family lots. It will also amend the overall CUP. The project is in conformance with the Little Blue Valley Area plan. City Plan Commission recommended approval of the ordinance with certain conditions. Aaron March, Polsinelli & White, representing applicant, concurs with staff's recommendations. Committee recommended approval of the ordinances.

RESOLUTION - Approving the Brush Creek Corridor Land Use and Development Plan in an area generally located from Oak Street to Elmwood, 43rd Street to 55th Street.

Heather Siemens, City Development, gave an overview both resolutions 981497 and 981498. She gave thorough detailed information regarding the Brush Creek Plan and how the plan applies to previously establish city land use policy.

RESOLUTION - Amending the South Central Area Plan by amending the Proposed Land Use Map in an area generally located from 47th to 63rd Streets, Oak to Prospect, by changing the recommended land uses in two sub-areas, the east side of Paseo from 47th Street to Volker Boulevard from retail/commercial uses to "recreation and open space uses" and the west side of Prospect Avenue to Bruce R. Watkins Drive and Brush Creek from "recreation and open space uses" to "mixed uses - office/retail/residential.

RESOLUTION - Determining compliance of Phases I and II of the Twelfth and Wyandotte Redevelopment Project generally bounded by 11th Street, Baltimore Avenue, 13th Street, and Wyandotte and Central Avenues and authorizing issuance of a Certificate of Full Compliance to the L.M. Redevelopment Corporation for Phases I and II of the Twelfth and Wyandotte Redevelopment Project.

John Eckardt, updated the committee regarding the resolution. The project area is bounded by 11th Street, Baltimore, 13th Street, Wyandotte and Central. The reason for the project, is to receive a certificate of full compliance for phases I & II. Phases I & II are completed. The applicants for the project are Kansas City Downtown Hotel Group. City Plan Commission and City Development staff recommended approval of the ordinance.

Committee recommended to hold resolution on the agenda for one week.

The grant is to be utilized to increase business an procurement opportunities for minority entrepreneurs. Committee recommended approval of the ordinance.
