Approving a $300,000.00 Joint Funding Agreement with the United States Department of the Interior, United States Geological Survey, for Contract No. 919, Water Resources Investigations, to assess the urban water quality in the Blue River Basin; authorizing the Director of Water Services to expend $300,000.00 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Jim Mellum, Water Services, testified on behalf of this ordinance. This ordinance would authorize an agreement to continue the water quality studies that are being done regarding Blue River and Brush Creek.

Authorizing the Director of Public Works to execute a Covenant and Indemnification Agreement with Kelvin Dill, Inc. (Builder); and authorizing the City Clerk to file this ordinance and attached agreement.


OPERATIONS COMMITTEE recommends "DO PASS"
Stan Iler, City Planning and Development, testified on behalf of this ordinance. This ordinance would authorize four (4) fourplex units to share two services. This is not standard policy, however, the city approved because the property was purchased due to bankruptcy and in the interim, the road was paved. The city says it would be disruptive to make two additional cuts in the street. The solution was to allowing the property owner provide perpetual maintenance for these shared services.

Approving a $1,494,949.00 contract with Wilson Plumbing Company, Inc. for Contract No. 8012, Small Main Replacements on Plates P-2 and P-22, N.W. 64th Street from U.S. Highway 71 to N. Byfield Avenue; authorizing the Director of Water Services to expend $1,719,191.35 for the project; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Jim Mellum, Water Services, testified on behalf of this ordinance. This ordinance would authorize a contract for small main replacements on NW 64th Street from 71 Highway to N Byfield Avenue.

RESOLUTION - Directing the City Manager to report to the Council monthly on the progress being made on the MBE/WBE and workforce utilization goals on each construction project on the Capital Improvements Management Office website.


OPERATIONS COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Jim Glover, Councilman 4th District-At-Large, testified on behalf of this ordinance. This ordinance would authorize the city to create a website that would house information that is required in reports and workforce utilization goals for the public to be able to see at any given moment.
