Patricia Jensen, Assistant City Attorney, explained to the committee the purpose of the communication. It was the consensus of the committee to received and file the communication.

Lee Dixson, Public Works Department stated that the plat is a one lot development located at N. Poco Drive and NW Tiffany Springs Parkway. All of the grades and closures have been checked and recommended approval.

Authorizing execution of a Lease Agreement with Northland Neighborhoods, Inc., for a one year term beginning May 1, 1999, at the rate of $6,560.00 per year for office space and certain office services for facilities located in the Antioch Shopping Center, commonly known as 5312 Chouteau Trafficway.

Don Hodges, City Development testified on behalf of the ordinance saying that the lease will be for one year. Iris Archer, Neighborhood and Community Services Department concurs with staff's recommendation.

Authorizing execution of a lease agreement with the Kansas City, Missouri School District (Early Childhood Education) for office space at the Linwood Multi-Purpose Center at a rate of $2,171.70 per month or $26,060.40 annually.

Don Hodges, City Development gave an overview of the ordinance. He stated that the lease is for one year at the Linwood Multi-Purpose Center. Ike Pickett, Neighborhood and Community Services Department agreed with staff's report. Committee recommended approval of the ordinance.

Authorizing execution of a Second Amended Agreement with James C. Scott, AIA, AICP, for a four month time extension to complete performance of development planning services for the Ivanhoe/Blue Hills/Center City area.

Irving Blue, City Development testified on the ordinance. He stated that the ordinance is not asking for more money but only extending the time of the agreement for four months, so that development planning services may continue for the Ivanhoe/Blue Hills area.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Claude Page, City Development stated that an overview of the ordinance was completed last week. Councilman Rowland, stated that there were specific questions about the financial and business planning of 18th & Vine. He also stated that lessons should be learned from the past, indicating the urgency to build 18th & Vine. Because of the urgency, the city lost some of the fiscal discipline and planning. He went on to say the city invested resources into the project and not to have a sound business and market plan is not in the best interest of the city. It is imperative that independent financial analysis is obtained up front. Councilman Ford said that when ever something is built, there will always be maintenance/operating cost. Historically the city has not done a good job in funding maintenance. Committee recommended approval of the ordinance.
