WHEREAS, the Housing and Community Development Act of 1968 (as amended), through its Section 3 program, provides employment assistance and economic activities to residents of designated areas when federal funds are expended within the area; NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF KANSAS CITY: Section 1.
