Dave Franze, Stinson Morrison, and Jenna Wilkinson, EDC, Rich Moller, developer, were present to answer questions from the committee. The Redevelopment Plan contemplates the Developer, Project Apple, LLC constructing approximately 200,000 square feet of office space, 1800 parking spaces and all necessary infrastructure in an area generally bounded by Carondelet Drive on the North, Country Lane on the South, Glen Arbor Road on the East, and Madison Avenue on the West all in Jackson County, Kansas City, Missouri. John Woods, NHS, and Dan Grandcolas, Finance, testified on behalf of this ordinance. The redemption of this Note using HEDFC funds resulted in saving the City $1,780,700 in interest payments and $5,500,000 in principal payments that would have otherwise been deducted from the City’s annual CDBG awards this grant year and for the next ten grants years; thereby allowing for $6,468,700 in future CDBG funds to be allocated to other projects and programs.

Dave Franze, Stinson Morrison, and Angela Crossbury, Country Club Bank, were present to answer questions from the committee. This ordinance is authorizing the City Manager to execute a Development Agreement with Country Club Bank for the issuance of up to $13 million in Chapter 100 bonds, in connection with an economic development effort.

 Presentation on NID’s, CID’s and TDD’s by Gilmore & Bell. Rick McKyle and David Bushcek, Gilmore & Bell, gave this presentation to the committee. They discussed the differences between TIF, TDD, CID, NID, and other incentive plans. They also explained the benefits to each type of incentive. There is a handout on file in the City Clerk's Office. There will be discussion regarding Advance KC. Bob Langenkamp, City Planning, lead this discussion. The AdvanceKC Economic Development Strategic Plan will synthezie existing efforts; provide recommendations for future programs and public policy; and establish appropriate guidelines for decisions about capital investments, job creation, economic sustainability and local partnerships.The handouts are on file in the City Clerk's Office. There will be discussion of Economic Development Priorities. There was no discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. There was no general discussion. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
