Approving the issuance by the City of Kansas City, Missouri, of its special obligation bonds on a taxable basis to reimburse a contribution made by the City in the amount of $35,000,000.00, in connection with the Convention Center Hotel Project, such bonds to be issued in an aggregate principal amount not to exceed $39,000,000.00; approving and authorizing certain documents and actions relating to the issuance of the bonds; renaming Fund No. 3435 as the 2018A Taxable Special Obligation Bond Fund; estimating and appropriating revenues in the amount of $500,000.00 in the 2018A Taxable Special Obligation Bond Fund; designating requisitioning authority; authorizing the Director of Finance to close project accounts; and recognizing an accelerated effective date.

Douglas Buehler, Finance Department, gave the staff report for this ordinance. This ordinance approves the issuance of Special Obligation Bonds by the City of Kansas City, Missouri. These are Special Obligation Bonds on a taxable basis, it also reimburses a contribution made by the City in the amount of $35,000,000.00, in connection with the Convention Center Hotel Project. These bonds are issued in an aggregate principal amount not to exceed $39,000,000.00 . and authorizes other actions related to the sale of these bonds and allows certain parameters so no Council action is required on pricing day.

FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Randy Landes, Finance Department, gave the staff report for this Ordinance. This ordinance estimates and appropriates $3,500,000.00 from the unappropriated Fund balance of the Central City Sales Tax. This sales tax begins, collection in November therefore, they are just partial. The purpose of this ordinance is to put appropriations in place so the City can have funds for other projects.

Vanessa Williams, General Services, gave the staff report for this ordinance. This ordinance authorizes the Director of General Services to execute a five-year and two-month lease agreement with one five-year renewal with Pad Thai Express LLC; opening a restaurant located at 1124 Oak Street.

 1. Staff from the City Auditor’s Office will present a Scope Statement: Implementation of Contract Selection Recommendations.
 
 Douglas Jones, City Auditors Office, gave the staff presentation for this report, this report focuses on and identifies significant problems with the City's contract selection process in order to strengthen the City's contracting practices and culture. It also insurance equitable treatment of contractors, and contracts to be awarded to the lowest and best bidder. A digital Copy of this presentation is available at the Clerk's Office
