Appropriating $150,000.00 from the Unappropriated Fund Balance in the Capital Improvements Fund to the Street Lighting account; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin and Chad Thompson, Public Works, gave a brief overview. This ordinance will fund the damages and loss of functionality to streetlights and streetlight equipment caused by vandalism and theft at 7804 Truman Rd. along 18th street and I-70 Bridge. The appropriated funds and an existing contract with Custom Lighting Services, LLC, DBA Black & McDonald, will allow for the repair of lights and equipment to ensure a well lit and safe street at all locations mentioned.

Authorizing condemnation and taking of private property interests for public use for Street Right of Way purposes and for Permanent Water Main, Storm Drainage, and Temporary Construction Easements, for the construction, location and maintenance of Project No. 89020217, “North Brighton - 58th Street to Pleasant Valley Road”, from Northeast 58th Street, north to Pleasant Valley Road, and Project No. 80002027, “36-inch Water Transmission Main Extension, N.E. 64th Street and N. Brighton Ave. to N.E. Pleasant Valley Rd. Near Searcy Creek”, all in Kansas City, Clay County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Department of Public Works; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Clay County, Missouri.

Chad Thompson and Don Frank, Public Works, testified that the Council finds the fee interest in private properties must be condemned for public use as street right of way, for permanent water line, storm drainage, and temporary construction easements are required for the construction and maintenance of North brighton avenue.

Flintridge Road Sanitary Sewer Extension project; authorizing a maximum expenditure of $614,696.00; assessing the properties benefited; and recognizing this ordinance as having an accelerated effective date.

Flintridge Road Sanitary Sewer Extension project and assess property owners.

Amending Chapter 3, Code of Ordinances, by repealing sections 3-421 through 3-500 and enacting in lieu thereof new sections of like numbers and subject matters that authorizes updates to Minority & Women’s Business Enterprise Program based on the 2016 Disparity Study.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "HOLD ON AGENDA (4/5/2018)"
At the request of the chair it has been recommended that this ordinance be held for two weeks.
 
 1. There may be a general discussion regarding current Transportation and Infrastructure Committee issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
