PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Tim Parks, City Planning & Development Department stated that the project is located on the northwest corner of 16th & Myrtle. The purpose of the amendment is to allow construction of a 4,600 square foot union/meeting hall. The proposed building will complement the other structures that are located within the area. The building will serve as a transitional land use from the extensive commercial use along Truman Road into the residential areas. Councilman Nash spoke in support of the ordinance. He thinks this project will be very good for the area.

RESOLUTION - Declaring the area generally bounded by Benton Boulevard on the west, Indiana Avenue on the east, 19th Street on the north and 21st Street on the south a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Land Clearance for Redevelopment Authority law.

Sandra Rayford, Land Clearance Redevelopment Authority (LCRA) stated that the Blight Study was conducted to show all of the blight conditions that exist in the Kansas Avenue Urban Renewal Area and also shpwed the need for new construction of single-family housing. The Kansas Avenue Urban Renewal Area about 36 acres is bounded by Benton Boulevard on the west, Indiana Avenue on the east, 19th Street on the north and 21st Street on the south.

Tim Parks, City Development Department stated that the preliminary plat is for 24 single family residential lots located in District R-1a. Twenty two of the lots are proprosed to be located on both sides of East 52nd Street, which will be extended to connect with two dead-end sections of the same street. Bob Stevens, Logan and Associates, Inc. spoke in support of the ordinance.

Resolutions 021500, 021501 and 021502 are related cases. John DeBauche, City Development Department gave a overview of the resolutions. He stated that the Main Street Corridor land use and development plan provides for the corridor with direction related to land use, urban design and priority development area. The planning areas are as follows: 1. North (Pershing Road), 2. South (47th Street) 3. East (Gillham Road) and 4). West (Broadway Boulevard). The Main Street Corridor land use and development plan overlaps areas within the Beacon Hill/Longfellow Area Plan and Westport Planning Area Plan. The planning process was led by a Citizen Steering Committee and sub area teams made up of representatives from businesses, institutions and residents that were appointed by the Mayor. As part of the planning process the Steering Committee created a list of "Big Issues" for the corridor which included: Corridor Identity, Aesthetics, Transportation, Land Use, Historic Preservation, Corridor Edges and Neighborhood Issues. Those who spoke in support were: Patty Banks Jim Rice Aggie Stackhaus Richard Cappa Robert Frye Turner White Tom Levitt

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0453, rezoning an area of approximately 130 acres generally bounded by Missouri Route 152 on the north, N.W. Barry Road on the south, the prolongation of a line approximately 125 feet east of N. Winan Avenue on the east, and the prolongation of a line approximately 120 feet west of N. Winfield Avenue on the west, from Districts GP-6 (Low Density Residential Uses) and GP-7 (Agricultural and Low Density Residential Uses) to District GP-6 (Low Density Residential Uses), and approving a development plan for the same. Ordinances 021503 and 021504 are related cases. Tim Parks, City Planning & Development Department gave an overview of the rezoning plan. The ordinance will rezone 130 acres from GP-6 (low density residential uses), GP-7 (agricultural and low density residential uses) to GP-6 to allow construction of 90 additional single family residences and two storm water detention tracts. The majority of the 130 acre site is developed into six phases of the Wildwood West. There have been a total of 319 single family lots platted since the project was first introduced in 1991. City Plan Commission recommended approval. Tony Song, 10400 NW Barry Road, spoke in opposition of the project because he believes that storm water runoff will cause damaged to his private pond. Committee recommended to hold the ordinances until January 15, 2003.
