Amending Chapter 64, Code of Ordinances, by repealing Section 64-161, “Prohibited acts, exceptions, and fees”, of Article V, “Obstructions and Encroachments” and enacting in lieu thereof a new section of like number and subject matter which prohibits the future construction of aerial walkways over public streets and sidewalks.

Amending Article VIII of the Administrative Code of Kansas City, Missouri, relating to the Classification and Compensation Plan, by repealing Section 2-1078, and adopting in lieu thereof a new section of like number, which modifies the current monthly minimum and maximum salary range to reflect the accurate pay range for the Deputy Fire Chief and the monthly maximum salary for the Construction Code Inspector Supervisor and Airport Police Lieutenant.

 Staff from the City Auditor's Office will present a scope statement on their Financial Forum. Staff from the Department of Information Technology will present "PC Life Cycle-Equipment lease cost overruns." Staff from the Budget Office will present "Update on Changing Fiscal Year." Staff from the Budget Office will present "Just in Time Capital Finance for CIP Sales Tax." There will be general discussion regarding current Budget & Audit issues.
 
 Mark Funkhouser, City Auditor, stated that it was his intent to hold a financial forum that would take a look at the effects of Federal Government budget practices and cuts and the effects on Kansas City. It is the opinion of the City Auditor that the effects will be far reaching and that the City should prepare as best it can for those effects. He added that he had invited seven experts in the field of finance to speak, there would also be State representation. The committee was pleased and surprised that the City Auditor was taking on such a large scale project and was being proactive regarding the City's budget issues.
 
 He stated that the forum would take place in October and a follow-up presentation to the full council in December.
 
  Gail Roper,IT, stated that she had prepared a written report that the committee members should have received that outlined the PC Life cost over runs.
 
  Troy Schulte,Finance, explained that changing the fiscal year cycle could be a difficult and expensive undertaking. He suggested that it would have to be done in phases with the estimated date of completion being in January of 2008. Councilman Fairfield suggested that the council and staff should begin now to prepare for the 17-19 month period that would be effected by the change in cycle.
 
 Troy Schulte, stated that there would be a report regarding the Time Capital Finance for CIP Sales Tax next week.
