Authorizing a $10,580,000.00 contract with Titan Construction Organization, Inc. for Project No. 89000931 - Metro Patrol Station Construction; reducing appropriations and revenues in the amount of $10,580,000.00 in the Public Safety Sales Tax Fund; transferring that amount to the KCPDU for the Metro Patrol Police Station; appropriating $10,580,000.00 to Project No. 89000931 - Metro Patrol Station Construction; authorizing the City Manager to expend $10,580,000.00 for the project; and approving project management costs.

Eric Bosch, CIMO, and Jerry Gallagher, KCPD, testified on behalf of this ordinance. This ordinance provides funding and approval for construction of the Metro Patrol Police Station. The Police Board has authorized funds and issued a Funding Memo dated November 25, 2008.

Stan Harris, Public Works, testified on behalf of this ordinance. Pat Klein, Budget Office, was present to answer questions from the committee. This project consists of street improvements to improve traffic flow along NW Barry Road and N Amity Road.

Authorizing the City Manager to execute a Cooperative Agreement between the City of Kansas City, Missouri and the Kansas City Area Transportation Authority (KCATA) for the development and implementation of a Bus Rapid Transit System generally along Troost Avenue; reducing appropriations in City Development and the Water Services Department; increasing the appropriation in the Public Works Department; and authorizing the Director of Public Works to expend $795,418.00 in previously appropriated sales tax funds.

 Eric Rogers, Chair of the KCMO Bicycle and Pedestrian Advisory Committee, will brief the committee on state bills concerning bicycle and pedestrian accomodations. Eric Rogers, Chair of the KCMO Bicycle and Pedestrian Advisory Committee, briefed the committee on the upcoming state bills. The handout is on file in the City Clerk's Office. There may be general discussion regarding current Transportation and Infrastructure issues. Dan Collins, Ace Rent-A-Car, and Joe Collins, Budget Rent-A-Car, gave testimony to the committee regarding the TFC revenue downturn at the airport. Pursuant to the following subsections of Section 621.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. There was no Closed Session.
