Authorizing the Director of Public Works to execute a Municipal/Road Relinquishment Agreement with the Missouri Highways and Transportation Commission (MoDOT) for a public improvement designated as Route 45/I-29 Outer Road (N.W. Prairie View Road/N. Chatham Avenue) located in Platte County, Missouri and to execute a Cooperative Infrastructure Agreement with the Park Plaza Transportation Development District.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Stan Harris, Public Works, explained the purpose of this ordinance. Wes Mender, Public Works, testified on behalf of this ordinance. No public testimony. This ordinance will authorize execution of a MoDot agreement and a cooperative infrastructure agreement and expend funds.

Authorizing a $1,630,850.00 Facility Repair and Maintenance Roofing Contract with Kirberg Company, Inc for roof replacement at the Paccar Building and authorizing the Director of General Services to expend $1,800,000.00 for said repairs.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Robert Reeves, General Services, testified on behalf of this ordinance. Mike Budenbender,Premier Contracting, Inc., requested the committee reject the contract and distributed documentation that the contractor didn't follow the Request for Proposal procedure. Frank Perez, Hispanic Organization for Justice, requested rejection of the contract because the contractor did not follow the City's requirements in their response to the Request for Proposal. This ordinance wil provide roof replacement repairs to the Paccar Building at the Municipal Service Center complex.

RESOLUTION - Directing the City Manager to develop a signature green solution to repair the South Plaza of City Hall, and use a design competition as a method to select this solution.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "BE ADOPTED"
Gerald Smith, General Services, and Eric Bosch, Captial Improvements Management Office, testified on behalf of this resolution. Mr. Bosch spoke about various studies, plans and designs being studied for repairs and improvements to City Hall and answered questions from the committee. No public testimony. This resolution directs the City Manager to develop a signature green solution to repair the South Plaza of City Hall and use a design competition as a method to select this solution.

RESOLUTION - Expressing the City Council’s support for improvements by the Missouri Department of Transportation to the I-435 and I-70 Interchange, and support for keeping the Manchester Interchange at I-70 open while all parties work to find a means to keep the interchange open permanently.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "BE ADOPTED AS A SECOND COMMITTEE SUBSTITUTE"
Stan Harris, Public Works, testified about meetings held to negotiate keeping the interchange open. Both parties were invited by Mr. Harris to testify before the committee. Beth Wright and Linda Clark, Missouri Department of Transportation, presented the overall project and distributed documents to the committee and answered questions from the committee. A copy of the distributed documents is on file in the City Clerk's Office. Sabin Yanez, Cook ,Flat and Stroebel Engineers, and John Fairfield, Posinelli Law Firm, represented business owners in the effected area and testified regarding alternatives to keeping the interchange open and answered questions from the committee.

 There may be general discussion regarding current Transportation and Infrastructure issues. None. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. It was moved and seconded to go into closed session pursuant to subsection 1 and subsection 12 of Section 610.021 of the Revised Statutes of Missouri. The motion was carried by unanimous roll call vote. In closed session at 8:42 a.m.: Out of closed session at 8:57 a.m.
