PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Ordinances 011571 and 011406 are related cases. Larry Stice, City Development Department, stated the vacation will align 87th Street east of Hickman Mills Drive. The realignment of 87th Street will extend north across the Big Blue River and intersect Manchester Trafficway at an on-ramp to Bruce Watkins Drive. The portion of the road to be vacated is narrow and in deteriorating condition. Both ends of the street have been barricaded. Ordinance 011406 will amend the Major Street Plan map to remove the original alignment. The realignment will remain on the map.

Approving the plat of Guinotte Manor Replat, an addition in Kansas City, Jackson County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute a Subordination of License or Easement Agreement; and authorizing the City Clerk to file this ordinance and attached agreement.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Dion Waldon, Public Works Department, testified on the ordinance. The general location is north of downtown. The project boundaries are on the west side of Lydia Ave, 5th Street on the south and Tracy on the east. The plat proposed four final multi-family residential lots and four private open space tracts. The development also allows for 219 units. All of the grades and closures have been checked.

Accepting a Missouri warranty deed from David J. Trimmer, conveying to the City of Kansas City, Missouri, certain property in Clay County, Missouri, all for public use as for the Little Village Phase II Storm Drainage and directing the City Clerk to file same.

RESOLUTION - Determining compliance with Phase I of the 3444 Broadway 353 Project and authorizing the Director of City Development to issue a Certificate of Completion for Phase I of the 3444 Broadway 353 Redevelopment Project to TC Redevelopment Corporation.

Douglas Stone, Polsinelli, Shalton & Welte, 700 W. 47th Street, spoke in support of the resolution. John Eckardt, City Development Department, stated the resolution deals with Certificate of Completion for Phase I of the 3444 Broadway 353 project. The 353 was approved in September 1994. Committee recommended approval.

RESOLUTION - Authorizing submission of an amended 2002 Consolidated Housing and Community Development Action Plan adding the Weld Wheel Industries Business Expansion Project; desiring to borrow $2,500,000.00 for the Weld Wheel Industries Business Expansion Project through Section 108 of the Housing and Community Development Act; certifying the use of security required for the loan; and affirming use of program income.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Stuart Bullington, Housing Community Development Department, stated, the resolution will allow submission of a 2.5 million Section 108 loan from the Department of Housing Urban Development for the relocation/expansion of Weld Racing Inc. It is a major relocation from the west bottoms to the 36th & Bennington. Douglas Stone, Polsinelli, Shalton & Welte, gave background information regarding the project. He is hoping that in the future the project will lead to the revitalization of Bennington. Committee recommended approval.

Authorizing the Mayor to accept the Minority Business Opportunity Committee Grant in the amount of $415,475.00; estimating revenue in the amount of $249,625.00; appropriating that amount to the MBOC accounts of the General Fund; reducing appropriation by $165,850.00 and reappropriating it to the MBOC Program account; and designating requisitioning authority.

Ordinances 970382 and 020726 (Committee Substitute) are related cases. Councilman Ford reminded the committee of the hearing that took place last week. There were some issues with the neighboring apartments. Vince Desta, DST Realty, stated there were two issues outstanding last week in which the applicant's were able to come to an agreement. Charles Miller, Attorney (representing the Walnut's Association), stated that all issues have been resolved and the association supports the ordinance. Committee recommended approval.

Adopting certain revisions to the Major Street Plan for Kansas City by amending the Major Street Plan to delete the old alignment of 87th Street between Hickman Mills Road and realigned 87th Street and directing the City Clerk to file certain documents with the appropriate offices.

Laura Whitener, Economic Development Corporation, stated that the ordinance deals with the block in the existing Power & Light District. She gave an overview of the boundaries. The request is to remove the block from the Power & Light District TIF Plan. Litigation is currently going on regarding this plan. Committee recommended approval of the ordinance.

John Eckardt, City Development Department, stated the ordinance will allow for the expansion of Little Robert's Auto Salvage from 16 acres to 24 acres. The proposed area to be rezoned features uses related to the existing auto recycling facility. These three areas to be rezoned are for auto storage, part area and vehicle hulk crusher site. Dennis Roberts, applicant, stated that he has hired a surveyor and has submitted a storm water study regarding the rezoning and requested that the ordinance be held to allow the surveyor's work be completed. Committee members expressed their concerns to Mr. Roberts regarding the time spent on this plan and how they (committee) has been trying to work with him. Becky Hart, resident, opposed the ordinance being held again. She believes the committee has allowed Mr. Roberts ample time to have a storm water study submitted.

Amending Chapter 80, Code of Ordinances, by adding a new section to be known as Section 80-11A0401, rezoning an area of approximately 24.46 acres generally located approximately 300 feet south of 23rd Street and on the west side of Blue Ridge Boulevard (2400 Blue Ridge Boulevard) from Districts PD/M-2a (Planned District/Heavy Industry) and M-2a (Heavy Industry) to District PD/M-2a (Planned District/Heavy Industry), and approving a development plan for the same. RESOLUTION - Approving an amendment to the Little Blue Valley Area Plan, being that part of Kansas City bounded by Highway 40 and Independence city limits on the north, LeeĀ“s Summit Road on the east, Highway 350 and Unity Village city limits on the south and Raytown city limits on the west, by modifying the Land Use Plan and Map for an area of approximately 38.7 acres generally located on the south side of E. 67th Street and E. 67th Terrace and the west side of Rickey Road, to recommend "low-density residential" instead of "low-density residential" and "large lot residential". Mark Epstein, Attorney, (representing the neighborhood), thanked the committee for taking the safety issue into consideration. Committee recommended approval of the resolution and ordinances.
