TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
This ordinance appropriates from the fund balance of the Public Mass Transportation Fund in the amount of $28,413.00 to the Smart City Kiosk account in the Public Mass Transportation Fund and designating requisitioning authority. Revenue is collected by an outside party of which 50% stays with the vendor and 50% comes to the City for operation and maintenance of the kiosks. Per Sherrie McIntyre, City Manager’s Office, the hardware for the Kiosks are the Ccty’s responsibilities.

Estimating revenue in the amount of $1,264,802.62 in the Capital Improvements Fund; appropriating $1,728,500.00 to Project No. 89008266 Northeast Parvin Road reconstruction, from Interstate 435 to North Skiles Avenue; authorizing a construction contract with Emery Sapp & Sons, Inc., in the amount of $1,728,410.00 for street improvements on the Project; designating requisitioning authority; and recognizing an emergency.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Chad Thompson, Public Works, provided the staff report for this ordinance. This ordinance estimates revenue in the amount of $1,600,000.00 in the Capital Improvements Fund; appropriates $1,728,500.00 to Project No. 89008266 Northeast Parvin Road reconstruction, from Interstate 435 to North Skiles Avenue, and $335,197.38 to Project No. 89CLAY02 revolving Clay County Reserve. This further authorizes a construction contract with Emery Sapp & Sons, Inc., in the amount of $1,728,410.00. This project includes: the reconstruction of NE Parvin Rd from I-435 to N Skiles Ave with the full replacement of the roadway with concrete pavement, curb and gutters, sidewalks, share use bike path, LED lighting, and landscaping. This project has a funding from the Searcy Creek TIF and the city's portion of the Clay County property taxes. There were 3 bidders for this project.

Andy Shively, City Manager’s Office, provided the staff report for this ordinance. This ordinance was discussed in Closed Session. This project will provide for Consent Decree modification support services to assist the City with the development of alternative implementation strategies to reduce the overall cost of the program for the remaining 17-year period to maintain a financially sustainable program. This is a requirement for the Far Clean Act which is funded by the waste clean water act. There was 1 bid for this contract.

This ordinance authorizes the negotiation, execution and the implementation of a Cooperative Agreement for an exchange and transfer of real property for the construction, location and maintenance of Project No. 81000623. The location for this project is the “Upper Rush Creek and Weatherby Lake No. 2 Pump Stations”, in the vicinity of N.W. Westside Drive, in Weatherby Lake, Platte County, Missouri with the municipality of Weatherby Lake, Missouri, and Weatherby Lake Improvement Company, a Missouri nonprofit corporation. This project will need a special use permit.

Authorizing the condemnation and taking of private property for public use for flood protection levee system and Street Right of Way purposes and for Permanent Stormwater Improvement Easements and Temporary Construction Easements for the construction, location and maintenance of Project No. 89002672, “Swope Park Industrial Area Levee and Floodwall Project,” in the vicinity of the Swope Park Industrial Area, in Kansas City, Jackson County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Water Services Department; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Jackson County, Missouri.

This ordinance authorizes the condemnation and the taking of private property for public use for flood protection levee system and Street Right of Way purposes and for Permanent Stormwater Improvement Easements and Temporary Construction Easements for the construction, location and maintenance of Project No. 89002672, “Swope Park Industrial Area Levee and Floodwall Project,” in the vicinity of the Swope Park Industrial Area. This project is fully funded by the Corps of Engineers and once completed will be completely owned by the city.

Amending Chapter 70, Code of Ordinances, by enacting Section 70-569, Authorizing the establishment of Valet Parking Zones on such public streets and in such places and in such number as shall be determined by the Director of Public Works; and granting authority to regulate and permit use of those Valet Parking Zones to the Director of Public Works.

Chad Thompson, Public Works, provided the staff report for this ordinance. This ordinance provides the City with an efficient tool to manage curbspace in Kansas City and ensures there are baseline standards for valets operated in the public right-of-way. Public Works will track where valets are occurring more effectively. This ordinance implements standards that support transit and charge fees that align with on-street parking fees where appropriate. The fees will be reviewed annually. The ordinance was developed based on requests from the Parking & Transportation Commission to more effectively manage curb-space and transit related operations that impact the City right-of-way. This ordinance is estimated to generate approximately $22,740. Councilman Fowler, asked if valet for City Hall had been discussed? He suggested that it be looked into.
