RESOLUTION - Approving an amendment to the Westport Planning Area Plan by amending the Land Use Plan and Map for an area generally located from Westport Road on the north, 46th Terrace on the south, J.C. Nichols Parkway on the east and Madison Avenue on the west, by changing the recommended land uses from multi-family residential medium density, retail, public and semi-public, mixed use and office to uses recommended in the Plaza-Westport Neighborhood Plan. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Staff explained that the ordinance would amend the land use plan for the Westport Planning area from multi-family residential to mixed use and office.

Staff from the City Planning, testified that the ordinance approved the Plaza-Westport Neighborhood Plan. The development is generally located at 43rd Street/Westport Road on the north, 46th Street/46th Terrace on the south, Madison Avenue on the west and J. C... Nichols on the east.

RESOLUTION - Approving an amendment to the Plaza Urban Design and Development Plan by amending the Plaza Area Planning Recommendations Map, the Northwest Quadrant Planning Recommendations Map, the Urban Design Area A: The Madison/Belleview Corridor Map, the Urban Design Area D: Jefferson to Wornall Map and associated text and deleting Area E: Madison to Washington, 43rd Street to 44th Street Map and associated text in an area generally bounded by Westport Road to the north, 46th Terrace to the south, J.C. Nichols Parkway to the east and Madison Avenue to the west by changing the recommended land use from potential redevelopment areas, approved development project, potential redevelopment within existing zoning and no recommended rezoning to uses recommended in the Plaza-Westport Neighborhood Plan. PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Staff for City Planning, further explain that the resolution would recommend changes to the urban design and development plan. The resolution deals with the area within the boundaries mention in the to previous resolution, 040611 and 040612. The changes affect the plan areas known as Area A, Area D and Area E.

Releasing a certain utility easement located in the vicinity of 12th and Genessee in Kansas City, Jackson County, Missouri and hereby directing the City Clerk to record such release.

Larry Stice, City Planning, stated that the ordinance would release certain utility easement located in the vicinity of 12th and Genessee in KCMO, Jackson County.

Amending Ordinance No. 940575 by repealing Section 2 thereof and enacting in its place a new section, revising the legal description for Project K of the Southtown/31st & Baltimore Tax Increment Financing Plan.

Travis Kieker, Public Works, explained that the ordinance was for the plat of North Oak Crossing Townhomes. It would release various easements, grades and public ways.

Approving the plat of Wildwood West Seventh Plat, an addition in Kansas City, Platte County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute a certain agreement; authorizing the Director of Aviation to execute a certain agreement; and authorizing the City Clerk to file this ordinance and attached agreements.

Travis Kiefer, Public Works, stated that this ordinance was for the plat of Wildwood West 7th. It accepts and releases various easements. The were no opponents to the plat.

Travis Kiefer, Public Works, explained the Shoal Creek Veterinary Clinic. It is a standard plat and there were no odorants.

Approving the plat of The Village Second Plat, an addition in Kansas City, Clay County, Missouri; accepting and releasing various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreements.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Travis Kiefer, Public Works, addressed the plat of The Village 2nd in Clay County. It also provides that the Director of Public Works is authorized to execute a Covenant to Maintain Storm Water Detention Facility Agreement and an Agreement to Maintain Decorative Lights in Public Right of Way, to be in a form as shown in exhibits on file in the City Clerk's Office.

Travis Kiefer, Public, testified regarding The Village 3rd plat. He stated that the plat would grant and reserve to Kansas City an easement and license or right to locate, construct, operate and maintain facilities including, but not limited to, water, gas, sewerage, telephone, cable TV, surface drainage, underground conduits, pad mounted transformers, service pedestals, any and all of them upon, over, under and along the strips of land outlined and designated on the plat.There was no opposition.

Travis Kiefer, Public Works, Western Auto Lofts Condominiums phase I. The is a typical building conversion. The use has change from office to mix with residential for sale units, some retail and office. It would also provide for additional parking. Western Auto is a landmark building in the downtown Kansas City, MO and lends itself well to the conversion.

Approving an amendment to a previously approved preliminary plan in District CP-2 (Local Planned Business Center) on approximately a 23 acre tract of land generally located in the southwest corner of the intersection of N. Oak Trafficway and N.E. Englewood Road. (9675-CP-17)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS"
Peter Schlesinger, City Planning, stated that the project is near North Oak Twy and NE Englewood. The proposed plan changes the original request for a restaurant to a gas station with a convenience store. The gas station will have 8 pumps. There had been some opposition to the change and much discussion with neighbors, business owners etc. There have been 16 conditions added in an attempt to address the concerns of all the parties. This project crosses city boundary lines between Gladstone and Kansas City, a letter of support has been issued by the City of Gladstone and all conditions have been agreed upon. Councilwomen Cooper asked if staff had review the site and the traffic concerns carefully. She said the terrain in her opinion warranted a traffic study. Moshin Zaidi, Public Works, explained that the study indicated that no hazard would be created by the project, in fact the subsequent study indicated that the addition of the proposed traffic light would enhance the project and traffic flow.
 
 There will be a Closed Session to discuss a Real Estate Transaction pursuant to RSMO.610.021 (2).
