Wolf, CIty Planning and Development, gave the staff report on the Ordinance. Regarding the procedure for historic landmark designation, The City Plan Commission Rules and Regulations and Procedures state: “The Secretary to the City Plan Commission shall make recommendations or comments on any designation if said designation is in conflict with the Master Plan, Major Street Plan, any urban renewal plan, any private redevelopment plan, or any other plan affecting the future development of the City.” Passage of this Ordinance will allow for the Heider-James Residence at 4212 Washington St to be included in the Kansas City Register of Historic Places.

RESOLUTION - Amending the Eastwood Hills Neighborhood Plan by amending the Proposed Land Use Plan and Map for an area approximately 5.244 acres generally located at 7100 E. 50th Street, by changing the recommended land use designation from Neighborhood Mixed Use to Mixed Use and making any necessary text amendments to the Plan for the outdoor storage of equipment within said property. RESOLUTION - Amending the Truman Plaza Area Plan on an approximately 0.84 acre tract of land, generally located at the northwest corner of E 6th Street and Chestnut Avenue, by changing the recommended land use from Residential Urban Low Density to Commercial. (693-S-1, Cabinrock Investments).

There are two cases with this request: an area plan amendment and a rezoning to District MPD with the plan. These two actions are needed so the applicant can construct an Advanced Auto Store and other future improvements at the southwest corner of Independecne Avenue and Chestnut Avenue. Because the applicant controls more than the Advanced Auto Store area, City staff has advised the applicant to rezone the entire property to District MPD. This will allow City Staff, Commission, Council and Neighborhood groups the ability to review and comment on the proposal.

RESOLUTION - Amending Second Committee Substitute for Resolution No. 120605 by repealing and reenacting Section 1 thereof for the purpose of updating the policies for the approval of new community improvement districts.

Chairman Ford gave a brief overview of testimony given at previous meetings. He testified that this Resolution may not be necessary but would not hurt, because under the State Statute, these records are already public record.

Repealing Section 2-113, Code of Ordinances, and enacting a new Section 3-62, Code of Ordinances, for the purpose of authorizing the city auditor to audit any community improvement district established by the City.

Chairman Ford gave testimony on the Ordinance. He testified that this Ordinance would not require that CIDs be audited every year, but would give the City Auditor the authority to conduct audits of the Districts if necessary or requested by Ccouncil.

 1. There will be a presentation on the 2014 Economic Outlook by Frank Lenk, MARC.
 
 Frank Lenk, Mid-America Regional Council, made this presentation. He testified on the growth of jobs before and after the recession and those economic sectors being effected by it. He also made the comparison between the growth here in Kansas City versus the rest of the Nation. He stated that our growth here in Kansas City is a bit statnant while the nation is growing at a slow but steady rate. He explained that being behind the national apce is not a norm for Kansas City, but the recovery is prgressing, slowly.
 
 2. There may be a discussion on the Economic Incentive Policy.
 
 3. There may be discussion of Council Priorities relating to economic development.
 
 4. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 5. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
