Lee Dixson, Public Works Department, stated that the ordinance will approve the plat of the Old Milwaukee Subdivision. This a six lot commercial development. All of the grades and closures have been checked and recommended approval. Mike Kirk, applicant concurs with staff's recommendations.

Reducing the appropriation by the sum of $194,141.00 in the Debt Service-HUD account of the Community Development Fund-Year 22; appropriating said sum to the HDCIC-Administration account of said Fund; authorizing execution of a $194,141.00 contract with the Housing and Economic Development Financial Corporation for funds for a housing study, housing development and training in the Washington Wheatley Wendall Phillips area; and approving an amendment to the 1996 Consolidated Plan.

Councilmember Finley gave an overview of the ordinance. The ordinance will encourage housing development within the Washington Wheatley Wendall Phillips area. The city has acquired some properties and there are some vacant properies for development. Stan Barrett, Housing Community Development stated that funds are designated for the area. The funds will allow to continue housing in the area in working with the Housing Economic Corporation. Karl Arterberry, Chairman HEDFC, spoke in support of the ordinance. Committee recommended approval of the ordinance.

Steve Abbott stated ordinances 971662 through 971670 are companion ordinances. The ordinances are a request to review an amendment general development land use plan, Kansas City International Airport, in nine different locations. The total area is about 650 acres. Ordinance 971662 deals with area one. Area one is to consider approval of an amendment to the General Development and Land Use plan by changing the land use designation from GP-2 to GP-3 for approximately 7.4 acres. The purpose of the amendment is to remove small portions of General Transient Retail Business that are surrounded by Regional Business and General Industrial. The general location is N.W. 104 th Street between N. W. Congress and N.W. Skyview. Committee recomended approval of the ordinance.

Approving the development plan submitted by the Armour and Main Redevelopment Corporation on a tract of land generally located at the southeast corner of Armour Boulevard and Main Street; declaring the area included in such plan to be a blighted area and its redevelopment necessary for the preservation of the public peace, prosperity, health, safety, morals and welfare; authorizing the Director of Finance to enter into a contract with the Armour and Main Redevelopment Corporation; and authorizing certain tax abatements within the plan area.

John Eckardt, City Development gave a complete overview of the ordinance. Stating the ordinance is a "353" redevelopment project located at the southeast corner of Armour & Main. The existing zoning for the project is C3a2. Joe Mulvihill, Attorney and Mark Bunnell, Economic Development Corporation has worked very hard with the applicant and council regarding the project and supports the ordinance. Lydia Carson, resident, stated that the neighborhood doesn't believe the area is blighted but is willing to support the project. Councilmember Bacchus asked Patricia Jensen, what changes were made to the contract. Ms. Jensen explained to the committee what those changes were.

Approving an amendment to the Eastwood Trafficway Urban Renewal Plan by expanding the boundaries to include two additional areas generally located at the southwest and northwest corners of Interstate 435 and Eastwood Trafficway; and declaring the additional areas to be a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Missouri Land Clearance for Redevelopment Authority Law subject to certain findings and conditions.

John Eckardt, City Development stated the ordinance is a request to expand the urban renewal plan for Eastwood Trafficway to include two new tracts. The area is located just west for I-435. The amendment will include the former Dolgins site and Royal Woods Apts. Staff agreed that the sites should be declared blighted. Committee recommended to hold the ordinance for one week.
