Amending Chapter 60 of the Code of Ordinances of Kansas City, Missouri, entitled “Sewers and Sewage Disposal” by repealing Sections 60-2 and 60-3 and enacting in lieu thereof new sections of like number and subject matter which adjusts sewer rates.

 Staff from the Finance Department will present the "Monthly Financial Report for the period ended November 30, 2004". Staff from the City Manager's Office will present the "Interim KCMO Municipal Justice System Implementation Plan." Troy Schulte, Budget Office, Les Washington, Neighborhood and Community Services, Judge Lacasi, Municipal Court, and Traci McClinton, Budget Office, distributed the proposed interim implementation plan, the City Manager's memo to the committee in response and the Municipal Court committee response to the committee. They discussed various aspects of the plan, its impact on the proposed budget and answered questions from the committee. Conece Jones and Pat Atkins, Municipal Correctional Institution, testified in support of the implementation plan. Joan Finley, Parks and Recreation, distributed copies of a proposal for community based programs for MCI and discussed the benefits of the program. Staff from the Finance Department, Fire Department, Water Services and City Manager's Office will present an ARTS report on "Accounts Receivable." Rescheduled to 3/22/05. Staff from the Parks and Recreation Department will present an ARTS report on "Insurance Use in Parks and Recreation." Rescheduled to 3/22/05 Mike Burke, PIAC, Ruth Ann Harper, PIAC Committee, and Michael Graff, PIAC Committee, distributed a letter with attachments asking to restore the level of funding for routine maintenance and commented on the City's maintenance budget reductions. Bob Mann, 3728 Tracy, testified against dissolving the department of environmental management and spinning off the services to other departments. He wants to retain the established environmental leadership. Marty Mittenfelner testified on behalf of retaining environmental leadership and against budget cuts in community services.
