RESOLUTION - Approving an amendment to the Budd Park Area Plan which amends the Land Use Plan and Map for an area located from Gladstone Boulevard on the west, Belmont Boulevard on the east, Windsor and Scarritt Avenues on the north, and Morrell and Anderson Avenues on the south, by changing the recommended land use from low density residential, medium density residential and retail commercial to St. John Corridor Infrastructure and Land Use Plan. John Debauch, City Planning, expressed thanks to all the staff that helped to get the plan to this point. He added that the plan was agreed on by the residents of the area and that there were changes for the budd park portion of the plan. Mike Spady, present and agreed with the presentation.

The adjacent housing project Seven Oaks has been demolished and this ordinance would alter the plan to included Leon’s United Supermarket. It adds 16 parking spaces (109 to 125). This ordinance is the commenation of months of working toward an agreeable resolution. James T. Houston co-owner of Leon’s agrees with recommendation.

She added that there is a substitute that corrects and further explains the legal description of the properties that are being vacated.

Virginia Walsh, City Planning, stated this is another building conversion for The Chalfonte Condo’s. It outlines sidewalk and other restrictions and condition. Councilman Nash asked what the cost per unit would be. Virginia Walsh and Bud Riley the applicants representative were unable to answer. Stan Counts, EDC, addressed the cost per unit project in the same area adding that the availability of affordable condos in the area.

RESOLUTION - Determining that the 43rd and Main Tax Increment Financing Plan is making satisfactory progress under the proposed time schedule for completion of the projects therein.

Stan Counts, EDC, 10 year update for the 43rd and Main TIF plan for H&R BLOCK. Project 3 of the housing portion of the project that would allow grants to homeowners to aid with home improvements. Stan Counts gave a hand-out that explained the distribution of funding for the housing projects. He added that there will be some improvements to beautify the area of 43rd and Main.
